Responsibilities

The following are the duties of this position at the CN-52 (Broadly equivalent to the GS-12). If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.

-Review and revise Bureau documents for publication in the Federal Register and on the Bureau's website.

-Develop, organize, and maintain document and information management systems for managing comments on rules and regulations proposed by CFPB and other Office projects and functions.

-Coordinate internal and external relations and communications with Office of Regulations attorneys, other CFPB staff, and parties outside the CFPB as directed. Prepare or assist with the preparation of guidance documents.

-Brief attorneys and other professionals on issues in preparation for meetings, regulatory filings, and other events.

-Gather, organize, and assemble legal and other documents and files, including for possible document production.

Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement.

Specialized experience: To qualify at CN-52, you must have one year of specialized experience at or equivalent to the CN-51 level in the Federal service. (For qualification purposes, the CN-51 level is broadly equivalent to the GS-11 level).
For this position, specialized experience may be defined as: Experience performing a variety of analytical paralegal or legal work that demonstrates a practical knowledge of the Federal rulemaking process and regulatory compliance. Examples of this experience include:


• Briefing attorneys or others on issues related to the rulemaking process and regulatory compliance, or supporting meeting preparations related to the rulemaking process; AND

• Conducting legal research using a variety of sources such as statutes, federal regulations, court decisions, administrative rules, and legal opinions to provide legal and/or factual information for inclusion in documents related to a rulemaking process (e.g., public comments submitted to agencies in response to Federal Register notices or compliance materials to support regulated entities' compliance with a rule);

OR

• Conducting legal research using a variety of sources such as statutes, federal regulations, court decisions, administrative rules, and legal opinions to provide legal and/or factual information for inclusion in Federal Register notices published by regulatory agencies or for regulatory guidance provided by regulatory agencies to the public.

Specialized experience: To qualify at CN-51, you must have one year of specialized experience at or equivalent to the CN-40 level in the Federal service. (For qualification purposes, the CN-40 level is broadly equivalent to the GS-09 level). For this position, specialized experience may be defined as: Experience performing analytical paralegal or legal work that demonstrates a practical knowledge of the rulemaking process and regulatory compliance. Examples of this experience include:

• Briefing attorneys or others on issues related to the rulemaking process and regulatory compliance, or supporting meeting preparations related to the rulemaking process; AND
• Gathering, reviewing, and interpreting statutes, case law, administrative rules, federal regulations and/or opinions to assist in drafting legal documents supporting a rulemaking process (e.g., public comments submitted to agencies in response to Federal Register notices or compliance materials to support regulated entities' compliance with a rule);

OR

• Gathering, reviewing, and interpreting statutes, case law, administrative rules, federal regulations and/or opinions to assist in drafting legal documents supporting a rulemaking process (e.g., Federal Register notices published by regulatory agencies or regulatory guidance provided by regulatory agencies to the public).

OR

Ph.D. or equivalent doctoral degree, or LL.M., or three academic years of progressively higher level graduate education leading to such degree from an accredited college or university; or, a combination of specialized experience and graduate education that together meet the requirements. To be qualifying, graduate education must be in a field of study directly related to the duties of this position and must have provided the knowledge, skills and abilities that would be acquired through one year of specialized experience as described above.

OR

Combination of experience and education.

Only graduate level education in excess of the first 36 semester hours (54 quarter hours) may be combined to be considered for qualifying education.

CONDITIONS OF EMPLOYMENT:
- A one year probationary period may be required.
- Must successfully complete a background investigation.
- Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency.
- If you are a male applicant born after December 31, 1959, certify that you have registered with the Selective Service System or are exempt from having to do so.
