About the Position: This position is located within Dept of Chief of Quality, Patient Safety at the Walter Reed National Military Medical Center (WRNMMC) in Bethesda, MD. Incumbent serves as the hospital's key proponent in the establishment and maintenance of patient safety programs, incorporating extensive knowledge of professional nursing programs and guidelines.
Parking at WRNMMC is very limited, use of commuting alternatives is highly recommended.

Responsibilities

  • As a Nurse (Consultant/Patient Safety) you will establish and maintain patient safety programs, incorporating knowledge of professional nursing programs and guidelines.
  • Function as an integral part of the quality assurance (QA) process, organizing staff activities to ensure compliance with all aspects of appropriate regulations.
  • Analyze Medical Treatment Facility (MTF) patient demographics and outcome data related to pressure ulcers, restraint use, patient falls, ventilator associated pneumonia, central line infection, medication errors, and other patient safety data.
  • Identify areas for systems improvement, construct reports based on collected data, and provide education to sites regarding appropriate use of data collection methodology.
  • Evaluate educational processes and optimize process improvement through analysis of clinical outcomes data, National Patient Safety Goal (NPSG) metrics, and patient safety data.
  • Design and implement audit mechanism to monitor compliance with newly defined standardized approaches to NPSG compliance.
  • Interface with Department of Defense (DoD) personnel and other MTFs, installations, and agencies regarding patient safety. Develop new methodologies to meet dynamic safety program needs that remain compatible with all user priorities.
  • Serve as nursing consultant interfacing with technical and professional personnel from all Services concerning Team STEPPS training program, root cause analysis (RCA) review, sentinel even reporting, data quality, and data applicability concerns.
  • Provide clinical review of MTF-specific RCA documents, ensuring clinical congruency, completeness, thoroughness, credibility, and logical flow.

  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Tier 3 security investigation or access for the duration of employment. A background investigation and credit check are required.
  • This position requires the incumbent to have tuberculosis testing.
  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires you to satisfactorily complete a pre-employment physical examination.
  • This position has mandatory seasonal influenza vaccination requirements and is subject to annual seasonal influenza vaccinations unless otherwise exempted for medical or religious reasons.
  • This position requires the incumbent to fulfill credentialing requirements and obtain and maintain appropriate/relevant clinical privileges.
  • This position may be subject to a pre-employment drug screening and random testing thereafter.
  • After 90 days will be eligible for telework and alternate work schedule, based on agency policy.


Qualifications

In order to qualify, you must meet the education, license, and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Individual Education Requirement:

Education: A graduate or higher level degree, bachelor's degree, associate degree, or diploma from an accredited professional nursing educational program is required. This education must have been accredited by the Commission on Collegiate Nursing Education, Council on Accreditation of Nurse Anesthesia Educational Programs, Accreditation Commission for Midwifery Education, or an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained. (Note: You must submit a copy of your transcripts at the time of application).

OR

An official certification from the Commission on Graduates of Foreign Nursing Schools is required for individuals who graduated from foreign nursing schools. (Note: You must submit a copy of your certification at the time of application.)

AND

License/Registration: Applicants must have passed the National Council Licensure Examination and must possess a current, active, full, and unrestricted license or registration as a professional nurse from a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States. (NOTE: You must attach a copy of your registration in order to be considered for this position.)

In addition to license and education described above, to qualify for this position you must also meet the experience requirements listed below:

Specialized Experience: One year of specialized experience which includes: planning and developing patient safety programs; preparing patient safety materials, bulletins, instructions, and/or manuals; researching and analyzing patient safety reports to recommendation appropriate corrective actions for resolving medical system issues. This definition of experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).

Education

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
