Summary

This position is located in the Architect of the Capitol (AOC), Office of the Chief Operating Officer, Office of Security Programs (OSP), Assistant Director, Security Infrastructure Division. The selectee will serve as Facilities Project Manager (Security Projects) and perform a variety of project management tasks in support of the AOC security infrastructure program.

Responsibilities

Reviews and evaluates project status for attainment of objectives with a focus on classified projects up to the Top Secret. Ensures the efficient and effective accomplishment and coordination of the planning, developing and direction of assigned classified projects. Develops authoritative responses to project questions and issues. Ensures that classified projects meet requirements while preserving historically significant building characteristics.

Incorporates knowledge of blast modeling, design and analysis into effective project designs and articulate clear, guiding criteria during early project phases.

OTHER DUTIES INCLUDE:

• Plans programs and oversees the planning, design, construction schedules and budgets to assure that the project is completed within guidelines and on time. Initiates, manages, administers and approves plans that translate project objectives into completed functional phases. Advises on the effectiveness of funding and staffing estimates to assure that there are sufficient resources to support project objectives.
• Reviews and approves operating plans and approaches, establishes overall project priorities, procedures and short and long-range goals. Reviews project criteria, construction progress and contract modifications and conceives and/or approves or processes the approval of major changes. Evaluates progress against established milestones and objectives by analyzing information presented and directs actions required to maintain established schedules and budgets and to assure the attainment of goals and objectives. Provides oversight of modernization projects, including constructability issues, tenant coordination, quality and value engineering reviews.
• Provides guidance and assistance to the Assistant Director, Security Infrastructure in development of requirements for classified security infrastructure construction projects. Ensures that organizational strategic plan, mission, vision and values are communicated and incorporated into strategies, goals, objectives, work plans and services. Ensures planning and associated coordination with AOC's Planning and Project Management Office for all of OSP's Line Item Construction Program (LICP) projects.
• Implements project guidance and policy formulation. Assures projects are within the framework of AOC policies, programs and objectives. Assures that classified projects incorporate the most advanced science and technology and that it is structured, staffed and managed to be responsive to requirements.
• Develops goals and objectives, establishing priorities and approving milestones. Interprets AOC directives and guidance for impact on all operational matters. Develops implementation/execution plans. Reviews program execution, assesses and evaluates the effectiveness of operations and support relationships and recommends program changes.
• Develops and coordinates programs for the planning, design, construction and maintenance of facilities associated with classified security infrastructure. Studies problems inherent in incorporating, maintaining or renovating projects of historic significance under the jurisdiction of the OSP, devises immediate solutions and guidance for future work.
• Monitors the progress of priority and/or high visibility programs/projects and keeps informed of progress through the review of reports, programming documents and other program material.
• Ensures environmental, sustainability, safety, security and reliability requirements are incorporated in assigned design and construction projects. Participates in performance testing, inspection and acceptance of completed construction to include mechanical, power and heating/air conditioning subsystems.
• Conducts periodic visits to the field to provide on-site guidance, advice and line-item review of programs/projects. Independently determines the source of and resolves problems relating to design and construction delays, excessive costs and other technical problems. Initiates corrective actions in coordination with the appropriate AOC offices or jurisdictions. When directed, represents the Security Infrastructure Division as an expert at meetings and conferences.
• Interfaces with representatives of the U.S. Supreme Court, Library of Congress, U.S. Capitol Police, Senate Sergeant at Arms, House Sergeant at Arms and AOC offices and jurisdictions and Executive Branch agencies on security infrastructure related projects and programs.
• Responsible for planning, developing and leading team members in carrying out all work activities within the broadly defined mission and functions established by the supervisor.
• Performs accurate assessments and to provide timely technical input. Must clearly articulate the essence of technical issues and positions between representatives of the various offices and agencies.
• Must follow all relevant safety rules, regulations and standard operating procedures.

Qualifications

You must meet the United States Office of Personnel Management's (OPM) qualification requirements (including specialized experience and/or educational requirements) for the advertised position. Specialized experience is experience that has equipped you with the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level.

Candidates for the GS-13 grade level must have at least 52 weeks of specialized experience equivalent to the GS-12 grade level in the Federal service. Specialized experience includes: Applicant must possess one full year of specialized experience at the GS-12 level or pay band in Federal service or equivalent experience in private or public sector.

Specialized experience is defined as having experience in the following areas: (1) Evaluating studies, plans, design specifications and progress reports for architectural, engineering and construction processes and projects; (2) Performing classified or physical security infrastructure program management; (3) Performing infrastructure project planning and management; and (4) Serving as Contracting Officer Technical Representative (COTR) or equivalent.

An understanding of blast modeling, design and analysis is preferred but not required.

Education

For Engineers:
This position requires a Bachelor's Degree in professional engineering from a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum

OR

A bachelor's degree from an accredited college or university in a related field, such as architecture, physics, chemistry, computer science, mathematics, hydrology, or geology, provided the applicant has at least one year of professional engineering experience acquired under professional engineering supervision or guidance.

For Architects:
This position requires a Bachelor's Degree from an accredited college or university in architecture; or related field that included 60 semester hours of course work in architecture or related disciplines of which at least (1) 30 semester hours were in architectural design, and (2) 6 semester hours were in each of the following: structural technology, properties of materials and methods of construction, and environmental control systems

OR

Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the arts and sciences underlying professional architecture, and (2) a good understanding, both theoretical and practical, of the architectural principles, methods and their applications to the design and construction or improvement of buildings. The adequacy of such background must be demonstrated by at least one of the following:

Related Curriculum: Degree in architectural engineering may be accepted.

Experience: An applicant lacking a degree in architecture must have had 1 year of experience in an architect's office or in architectural work for each year short of graduation from a program of study in architecture. In the absence of college courses, 5 years of such experience is required. This experience must have demonstrated that the applicant has acquired a thorough knowledge of the fundamental principles and theories of professional architecture.
