Summary

The Senior Advisor position is located in the FDA's Office of Media Affairs (Office of External Affairs, Office of the Commissioner). The candidate must have excellent strategic communication, media relations, project management and leadership skills to provide expert advice and guidance on all aspects of communication to subject matter experts (SMEs), principals, and other agency officials. Work includes planning, directing and executing strategy that supports the FDA's mission.

Responsibilities

  • If selected for this position, you will:
  • Drive and support media relations activities for the FDA to effectively communicate the agency's regulatory, enforcement and scientific initiatives and actions and its contributions to public health.
  • Partner closely with all functions of the Office of External Affairs and agency communicators in supporting robust, integrated rollout/announcement plans and strategies on all areas regulated by FDA.
  • Develop plans and create opportunities to communicate with and build relationships with key national-level and policy-focused consumer, health and regulatory reporters, editors and bloggers.
  • Work with social media team to track social media response in breaking news and to understand the trajectory of coverage.
  • Address cross-cutting media inquiries and in pitching FDA news, initiatives, events and leadership interview opportunities to the media.
  • Ensure that the FDA's messages on scientific and regulatory topics are expressed in ways that are clear, accurate, strategic and nuanced-and transformative, when needed.
  • Work with reporters, gathering facts and developing/clearing responses on sensitive or multifaceted topics, such as public health crises and new/emerging topics.
  • Manage possible risk to the FDA's credibility and standing on public health matters.
  • Prepare leadership and SMEs to serve as spokespersons on complex issues.
  • Represent OMA at internal meetings and in meetings and calls with other federal departments and agencies.
  • Develop metrics for measuring communications effectiveness and engage regularly in media/social media monitoring and analysis to drive performance improvements in how the agency communicates important public health matters.
  • Staff the Commissioner and other senior officials at public appearances; travel as necessary.

Qualifications

The position of Senior Advisor falls under the 0301 occupational series. To qualify for this position at grade GS-15, you must meet Time-in-Grade requirements by 11:59 pm EST on 07/02/2019.

You must possess at least one year of specialized experience, equivalent to the GS-14 grade level
in the Federal service that included; Significant experience working as a senior-level professional in the field of communication, media relations, public affairs or public relations, and managing strategic communication and delivering consistent, measurable and transformative results on controversial, sensitive and highly-complex topics related to FDA-regulated products or dealing with pharmaceutical, medical device, biological, tobacco or food issues.


In accordance with Office of Personnel Management policy, federal employees are assumed to have gained experience by performing duties and responsibilities appropriate for their official series and grade level as described in their position description. Experience that would not normally be part of the employee's position is creditable, however, when documented by satisfactory evidence, such as a signed memorandum from the employee's supervisor or an SF-50 or SF-52 documenting an official detail or other official assignment. The documentation must indicate whether the duties were performed full time or, if part time, the percentage of times the other duties were performed. It is expected that this documentation is included in the employee's official personnel record. In order to receive credit for experience in your resume that is not within the official series and grade level of your official position, you must provide a copy of the appropriate documentation of such experience as indicated above.
