Summary

This position resides in the Department of Program Services (DPS), Case Management Systems Office (CMSO), Business Support Division (BSD) which functions as a resource center and clearinghouse for all IT acquisitions that are developed by CMSO project and program staff. The BSD staff provides analytical, consulting and document review services to CMSO divisions in preparations of solicitations (e.g.. Statements of Work) for acquisition of IT hardware, software, and services.

Responsibilities

Duties include, but are not limited to the following:
  • Providing advice and support to IT program offices in developing contract specifications, Statements of Work (SOW), and evaluation and performance criteria for IT hardware, software and services contracts.
  • Serving as a subject matter expert for IT program offices on contract vehicles; assisting in the determination of whether a program requires contract support; conducts IT market research for potential contract sources; suggesting potential methods of procurement; prepares procurement request packages.
  • Supporting IT program offices in performing pre-award functions. This includes generating documentation in support of the office's requirements for the acquisition of IT hardware, software, services including justifications for other than full and open competition and source election documentation.
  • Participating in acquisition planning and has a leadership role in describing the IT program office needs; coordinating with the contracting officer and subject matter experts assigned to the organization to ensure that all supporting documentation for inclusion with the acquisition request; and transmitting the acquisition request package to the contracting office.
  • Coordinating with other agency offices, departments, Judiciary technical advisory and working groups to conduct requirements studies and cost/benefit analysis, and developing functional and technical requirements for Judiciary enterprise scale hardware and software actuations (e.g., software site licenses).
  • Serving as an IT acquisition consultant in working groups comprised of Administrative Office and Judiciary acquisition, technical, and management staff and when necessary, leads ad hoc teams to plan and develop acquisition strategies. Leading teams on special projects or studies of considerable scope and depth critical to the development of recommendations and procedures for IT acquisitions. Using IT technical expertise to resolve management, technical and compelling contingency issues.
  • Serving as a primary CMSO Purchase Card holder and SuperCard holder; reviewing purchase card documents for accuracy, ensuring appropriate quote(s) and all other necessary information are attached before making the purchase in compliance with the Judiciary Purchase Card Program policies and procedures.
  • Serving as a Contracting Officer Representative (COR) and maintaining appropriate certification levels.
  • Providing warranted Contracting Officer services.

  • You will be required to serve a trial period if selected for a first-time appointment to the Federal government, transferring from another Federal agency, or serving as a first-time supervisor. Failure to successfully complete the trial period may result in termination of employment.
  • If appointed to a temporary position, management may have the discretion of converting the position to permanent depending upon funding and staffing allocation.
  • Relocation expenses may be provided, but only if authorized by the Director of the AO.


  • Qualifications

    Applicants must have demonstrated experience as listed below. This requirement is according to the AO Classification, Compensation, and Recruitment Systems which include interpretive guidance and reference to the OPM Operating Manual for Qualification Standards for General Schedule Positions.

    Specialized Experience : Applicants must have at least one full year (52 weeks) of specialized experience which is in or directly related to the line of work of this position. Specialized experience is demonstrated experience providing acquisition consultation to IT program managers, technical and financial specialists, and others on IT acquisition strategy and contract management. (Resume must show clear evidence of all areas of specialized experience.)
