The Bizzell Group, one of the fastest growing businesses in America, is seeking a Human Resources Generalist to manage recruitment and placement, employee benefits, classification and position management, performance management, and employee relations for our Federal Government client. Responsibilities Independently facilitate complex studies and projects involving personnel management program development and/or program evaluation Provide complex personnel management operations services Provide management advisory services at high levels within the department Analyze significant personnel management issues and problems and develop expert-level recommendations and alternative solutions Develop overall plans, procedures, and operating methods for assignments Propose and implement alternative solutions to solve problems of a unique or precedent setting nature Administer the client's retirement and benefits program Respond to complex benefits questions and provide individual employee counseling on retirement options, annuity estimates, health and life insurance and the Thrift Savings Plan Conduct orientation on employee benefits for newly appointed employees Provide advisory services to managers on position classification issues Conduct classification reviews, desk audits, and classification of all Agency positions Discuss classification findings with management and employees Provide management advisory services in coaching, counseling; recognizing top performers, and taking appropriate actions on performance issues Administer the employee appraisal and awards programs to include program evaluations Advise managers on the appropriate disciplinary or other corrective techniques that are responsive to a range of conduct and performance problems Explain policies and procedures to employees to assist them in understanding their rights and obligations Conduct job analysis on a variety of Agency positions Develop rating and ranking selective factors and develop crediting plans to assess varying degree of job qualifications Provide a full range of internal and external recruitment and staffing services Publish vacancy announcements, evaluate application packages, and issue Certificates of Eligibility Scan and upload forms to employee eOPF including obtaining onboarding forms, changes in beneficiary forms, health benefits, life insurance, etc. Process a wide range of personnel actions including but not limited to appointments, promotions, reassignments, transfers, realignments, resignations, change in SCD, SES appointments, etc. Ensure all new hire forms are scanned and emailed to payroll and tracked for completed processing; and work with payroll technicians to resolve issues pertaining to pay or leave Perform other duties as assigned Required Skills Knowledge and skill in applying a wide variety of HR concepts, laws, regulations, principles and practices Ability to analyze complex Agency, department, or Federal-wide programs and develop recommendations for new or substantially modified approaches to execute the programs Demonstrated ability applying OPM qualification standards and ranking factors to analyze applications and make qualifications determinations Self-starter, highly responsive, dependable and detail oriented Proven ability to maintain absolute confidentiality in all business matters Results-oriented, hands-on with strong customer service skills Strong time-management and prioritization skills with the ability to multi-task and meet competing priorities and deadlines Strong organizational skills with exceptional follow-through Tactfully and persuasively sell controversial changes and/or solutions Writes well, communicates and organizes information effectively and persuasively Proficient in MS Office Qualifications Bachelor's degree desired DEU Certification (Delegated Examining Unit) or ability to quickly acquire certification At least three (3) years of Federal Government staffing experience At least three (3) years of HR experience Prior Federal Government and management consulting experience a plus Other duties as assigned: This position description should not be construed to imply that these requirements are the exclusive standards of the position nor will it be the sole basis for any subsequent employee evaluations.
