Position Summary The Director of Talent and Human Resources is seeking a dynamic, strategic and creative leader to develop and manage DC Scholars' overall talent strategy and execution of stellar human resources processes. S/he implements and manages high-quality human resources systems and processes to ensure the attainment of DC Scholars' organizational and strategic goals. The Director of Talent and Human Resources will lead and manage all aspects of the employment life cycle including recruitment, onboarding, and existing employees, performance management, labor law and government compliance, employee relations, maintenance and review of an employee file, payroll, and benefits. S/he will also refine and manage our structures, systems, and strategies for talent acquisition and retention, including a leadership development plan. The Director of Talent and Human Resources will report to the Head of School and will manage the Talent and Human Resources Manager. Key Responsibilities Staffing Develop and oversee talent strategies and systems for talent acquisition Manage the Talent/HR Manager on the execution of recruitment and hiring strategy and towards rigorous recruitment and hiring goals Manage the annual creation and distribution process of candidate and employee offers and contracts Oversee Talent/HR Manager in the execution of annual and intermittent on-boarding process for all new employees to ensure they are set-up for success from their first day in the role Oversee Talent/HR Manager in annual and intermittent exiting process for all employees exiting the organization; provide retention and attrition data to senior leadership on an annual and as-needed basis Manage all talent-related vendor/partner relationships to ensure proper service delivery; work with Operations Department to update and execute contracts annually Performance Management and Employee Relations Establish and maintain rigorous management practices that support positive employer-employee relationships and provide a high level of employee morale, motivation, and accountability Oversee annual evaluation processes for all employees, including revising performance evaluation processes to ensure alignment with best practices, in collaboration with other Directors Train and provide counsel and support to managers on performance management and discipline processes and ensure compliance throughout the year Manage employee personnel and performance issues as they arise, including conducting internal investigations and terminations when necessary Execute and analyze regular survey and retention/attrition data, including developing recommendations for improvement to senior leadership Build and maintain positive relationships with staff across all levels of the organization to provide a safe space for staff to communicate concerns and filter feedback to senior leadership as necessary Labor Law and Government Compliance Conduct annual review and update of Personnel Policies and other HR policies and practices to ensure they are comprehensive and reflect the priorities and needs of DC Scholars Ensure compliance with local, state, and federal labor and human relations laws; Public Charter School Board (PCSB) and Office of the State Superintendent of Education (OSSE) requirements; and Highly Qualified Teacher (HQT) regulations, including quarterly/annual reporting to PCSB and OSSE regarding HQT and HR requirements Work closely with Director of Finance and Operations to complete annual audits Manage relationship with outside counsel, conduct risk assessment, and seek guidance when necessary in specific labor scenarios Maintain a high level of expertise in HR labor law and government compliance best practices by identifying and completing necessary professional development and training Compensation, Payroll, Benefits, and Human Resources Administration Lead assessment and potential redesign of the compensation planning process and maintain knowledge of competitive compensation in the local education sector Collaborate with the Director of Finance and Operations to develop the talent portion of the annual school budget Make recommendations to hiring managers on salary, working within a budget and the compensation system Annually evaluate benefits package and make recommendations to senior leadership regarding package additions/changes that will attract and retain top talent while meeting our budgetary constraints/requirements Manage the Talent/HR Manager in providing day-to-day support for employees with inquiries regarding benefits, pay, and employment questions Oversee and provide support as needed on all leaves of absence and compliance related to FMLA, ADA, parental, short and long-term disability, and unpaid leave Develop and maintain personnel records management system that maximizes efficiencies and meets all compliance requirements Oversee and provide support as needed on timely and accurate completion of payroll administration twice per month Other Duties as Assigned Lead and/or facilitate professional development sessions with school leaders and teachers with respect to talent and human resources systems and processes Codify and organize pre-existing or new Talent and Human Resources systems so that they are clear and accessible Assist with other duties/tasks as needed by the Head of School, Director of Finance and Operations, and other senior leadership team members Qualifications Bachelor's Degree required; Master's Degree preferred SPHR and/or SHRM-SCP certification(s) strongly preferred 5+ years of relevant experience, preferably in a large, dynamic, mission-driven organization Charter school or school district talent and human resources experience preferred Working knowledge of District of Columbia and federal regulations and employment law required Expert-level knowledge of talent acquisition strategies; experience implementing strategies Expert-level knowledge of all major human resources disciplines, ie benefits administration, payroll administration, employee relations, performance management, required Self-starter and collaborative team player, comfortable leading as well as executing projects as required Outstanding organizational skills and high attention to detail;
