IDS International is seeking a Senior Advisor Construction Procurement to support the Security Ministries of Afghanistan Advisory Program (SMAAP) contract. This position is contingent upon award and would require relocation to Afghanistan. Responsibilities: Advise senior leadership (Colonel (or equivalent) and higher) of the Afghan National Defense and Security Forces (ANDSF) facility engineer senior leadership on all matters related to facility and engineering planning, budgeting and procurement, management, and oversight. Supervise the thorough technical review of all MoI or MoD facility requirement packages presented to Combined Security Transition Command -Afghanistan (CSTC-A) for funding consideration in order to ensure each requirement is valid, on the procurement plan, and is within budget. Develop and maintain all CSTC-A Combined Joint Engineers' (CJ-ENG) ANDSF facilities budget and procurement processes, reports, tools, and trackers. Directly support, as required, CSTC-A Resource Management's review process on behalf of ANDSF facility engineer requirement packages as they are preparing to be briefed to the weekly Requirement Approval Board/Procurement Approval Board (RAB/PAB) and monthly Construction Requirement Approval Board (C-RAB). As required, attend and participate in the weekly CSTC-A MoI or MoD RAB/PAB. This meeting is co-chaired by a US Major General (OF-7/O-8) and the Afghan Deputy Minister (Support) - equivalent to a US Lieutenant General (OF-8/O-9). As required, attend and participate in the monthly CSTC-A C-RAB. This meeting is chaired by the CSTC-A Deputy Commanding General (or his representative), a US Major General (OF-7/O-8). May also be required to attend and participate on C-RAB preparation meetings such as the C-RAB Working Group meeting and the C-RAB in Process Review meeting. Actively support and participate in all applicable meetings with ANDSF facility engineer senior leadership. Prepare and submit all applicable advisor reports via the Advisor Ne2rk Tool (ANET) reporting database. Conduct basic facilities assessments, often with MoI counterparts, to determine future training facility requirements. Provide recommendations regarding facilities engineers, training facilities and associated functions and work with advisors to help projects progress through the process. Understand and provide the director and branch chief recommendations on improving or managing facilities engineer training. Required Qualifications: Must have at a minimum, a final (not interim) DoD SECRET Level Security Clearance before deployment and maintain that clearance. Bachelors of Science in any engineering discipline. A valid Profession Engineer (PE) license. Masters in Public Affairs/Administration is preferable due to the governmental budget and finance advising this position requires. A minimum of ten (10) years procurement and contract management experience in engineering and/or construction. This experience must include technical evaluation of engineering plans and supporting documentation. A minimum of seven (7) years' experience working with the US Military in any capacity (ie, military, civilian or Contractor) with a majority of this experience in an expeditionary environment preferred. Construction management experience in Afghanistan is strongly preferred. Must have or obtain a working understanding of Afghan procurement laws. Must be able to communicate complex engineering, budgetary, and contractual concepts. Must be able to read and interpret construction and engineering drawings.
