TISTA is seeking an enthusiastic Program Manager to join our growing team. The Program Manager will support Enterprise Information Security Program for the Office of the Chief Information Officer (OCIO) for a large Federal Civilian Health Research Agency. This person will lead with a large team of Cyber and PMO professionals to deliver project success in support of a large health based federal agency. The Program Manager will drive thought leadership and collaboration for an organization that leave the security evolution for biomedical research through high quality information technology in support of a group of 44,000 diverse health and science professionals. In this role, the Program Manager will look to manage expectations through data, drive innovative solutions, identify efficiencies, and maintain thought leadership across the enterprise. This person must be resourceful, detail-oriented, and 100% client focused, with a continuing passion for your profession. Responsibilities Project level oversight, including reviewing the quality of all work products, organizes, directs, and coordinates the planning and production of all tasks and support activities Maintain good working relationship with direct customers and stakeholders Work directly with the COR and other federal staff to set and manage expectations, highlight and resolve issues and ensure an overall excellent experience working with the PMO team Managing the project team, including recruiting, training and mentoring team members Monitor and report on program risk, collaborating with stakeholders to ensure the appropriate communication occurs and that plans are adjusted to reflect necessary fluctuations in goals and requirements as business needs change Experience with Federal Government IT Security programs, ideally with NIH, HHS, and/or DHS Qualifications Minimum of 15 years' experience, of which at least eight years must be specialized. Specialized experience includes: program management related to IT security, program management from inception to deployment, expertise in the management and control of funds and resources using complex reporting mechanisms, demonstrated capability in managing multi-task contracts and/or subcontracts of various types and complexity 5 + years' experience with project management, risk management, and process improvement Staff management experience of no less than 45 FTE's Extensive experience with demonstrated experience in the Information Security (Cybersecurity or Information Assurance) field Knowledge of information security/risk management standard concepts, practices, and procedures within program management Thorough understanding of Information Security Technical and Compliance requirements (such as FISMA and NIST Special Publications) is required Knowledge of DevSec and other evolving security frameworks Strong customer relationship skills Knowledge of driving data collection, analysis, and data-driven decisions Strong problem solving and analysis skills, self-motivated, and able to work and communicate in a team environment Familiarity with scheduling control standards and guidelines Tenacious follow-up on projects and issues Prior experience with federal government highly preferable Education: A degree in Computer Science, Information Systems, Engineering, or related field. Master's degree preferred Project Management Professional (PMP) certification (preferred) Security-focused specialized certifications (such as CISSP) Clearance: Public Trust with potential to be cleared at the Top Secret level Location: Bethesda, Maryland Here at TISTA Science and Technology we value our Veterans and encourage all to apply!
