MINIMUM QUALIFICATIONS

Education

Graduation from an accredited college or university with a Bachelor's degree in Business Administration, Engineering, Science, Information technology or a related field.

Experience

Minimum of seven (7) years' experience with budget/finance in a transit organization, a consulting company that advises transit operations, or a municipal organization that utilizes or funds public transit.

Certification/Licensure

Preferred

Master's degree in Business Administration (MBA) or related Master's degree.

Satisfactorily complete the medical examination for this position, if required. The incumbent must be able to perform the essential functions of this position either with or without reasonable accommodations.

SUMMARY

Initiate, evaluate, and implement improvements and changes in business and/or operational processes within Rail, Bus, and MetroAccess operations, as well as in the support organizations, that improve operational efficiencies and/or safety, increase revenue and/or reduce costs, and contain or reduce dependency on jurisdictional operating subsidy. This position will be responsible for creation of strategies that enable WMATA to deliver on the General Manager's commitment to limit growth in the jurisdictional operating subsidy.

ESSENTIAL FUNCTIONS

Conducts transportation operations analyses designed to identify and recommend business performance improvements at WMATA and that drive towards policy and/or practice recommendations that yield near-term operational and/or fiscal improvements in Metrorail, Metrobus, MetroAccess and business support services to meet the Authority's objectives of service reliability, safety, and fiscal accountability, specifically to implement initiatives that enable compliance with the GM's pledge to limit growth in the jurisdictional operating subsidy. Must use knowledge of transit operations, benchmark against industry best practices, and use business judgment to identify, formulate, evaluate, recommend, and implement improvement initiatives.

Creates long term financial plans that include what if analyses to model the future financial position of the authority to identify drivers of costs and areas to identify operational improvements.

Supports meeting the Authority's strategic objectives by proposing changes to product offerings, activities, and business processes that may be appropriate based on the demand for public transit services, compared to fiscal constraints, in the region.

Participates in the development and preparation of major inputs to the annual and multi-year Operating and Capital budgets including establishment of targets, identification of inefficiency and savings opportunities, and initiation of business process strategies that support the service level, safety, and financial targets of the Authority as established by the General Manager and Board of Directors. This function is required to quantify the budget impacts of implemented initiatives and ensure those impacts are included in operating and capital budgets in appropriate years.

Prepares and presents oral/written reports/recommendations within areas of assigned responsibility. The incumbent must use MS Excel, Word, Powerpoint, and other software as applicable to present recommendations in appropriate executive level communications in order to gain approval for improvement strategies.

These functions are executed in accordance with the Authority's objectives of service reliability, safety, and fiscal accountability to implement initiatives that enable compliance with the GM's pledge to limit growth in the jurisdictional operating subsidy.

The incumbent must use knowledge of transit operations, benchmark against industry best practices, and use business judgment to identify, formulate, evaluate, recommend, and implement improvement initiatives.

Overall, about 40 percent of the region's residents commute to work on Metro.
