Summary

About the Position: This is a DoD Civilian Acquisition Workforce Personnel Demonstration Project (AcqDemo) position in the NH-04 broadband with an advertised pay range from the lowest equivalent GS-14 grade Step 1 to the highest equivalent GS-15 grade step 10 in the broadband. Management will set the selectee's pay for this position within the Pay Lane salary range consistent with the qualifications and education of the selectee and the expected contribution for the position.

Responsibilities

  • Serve as a Deputy Product Lead (Acquisition) for an assigned Program Executive Office (PEO).
  • Collaborates with internal and external stakeholders on all matters effecting program execution.
  • Responsible for all aspects of acquisition to include development, testing, system integration, production, fielding, sustainment and product improvements with a multi-million dollar annual budget.
  • Interface with external stakeholders such as representatives from Office of the Secretary of Defense (OSD), Joint Staff, Headquarters Department of the Army (HQDA), U.S. Army Training Doctrine & Command (TRADOC), Assistant Secretary of the Army (Acquisition, Logistics and Technology) (ASA) (ALT), Program Executive Office (PEO) Staff, and other commands and agencies, and private industry on all matters effecting program execution.
  • Oversees Program Objective Memorandum (POM) planning, cost estimating, program planning, programming, budgeting, program integration, interoperability and oversight.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). Acquisition Corp Requirement:

Baccalaureate degree from an accredited educational institution and ONE of the following:

24 semester credit hours from among the following disciplines: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, and organization and management.

24 semester credit hours in the person's career field and 12 semester credit hours in the disciplines listed above. Credit hours within the person's career field may also satisfy the requirement for part or all of the 12 credit hours in the disciplines listed above. The same hours may be used to meet both requirements.

24 semester credit hours in the person's career field and training equivalent (American Council on Education recommended credits) to 12 semester credit hours in the disciplines listed above.

AND

To qualify based on your work experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as: 1) Experience applying budget and financial management for the administration of major acquisition programs. 2) Experience with the development, coordination, and justification of a comprehensive Program Objective Memorandum brief for multi-million dollar programs. 3) Experience conducting studies and evaluating programs to determine effective use of resources. 4) Experience leading a team of professionals, planning, prioritizing and assigning workload. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-03).

  • This position is an Army Acquisition, Logistics and Technology Workforce position. Selectees must meet position requirements for certification at Level III in Acquisition Career Field Program Management within 24 months for entrance on duty.
