Responsibilities

  • Reviewing grant applications to determine reliability and allowance of costs within prescribed policies covering such items as personal services, research equipment, and alteration and renovation of physical plant and facilities.
  • Reviewing grant applications to determine that regulations have been met such as documentation regarding the experimentation of human subjects or consortium arrangements.
  • Collecting and analyzing data to serve as general guides or standards for cost measurements, organizational procedures, operations policies, etc.
  • Reviewing fiscal documents to ensure the status of grant awards are current and accurate.
  • Handling post-award administrative tasks such as following up to obtain overdue final reports, closeout of completed awards, and providing input in the resolution of audit reports.
  • Keeping abreast of trends and current developments in the analysis of specific problem areas of indirect cost allowance, travel, equipment and related items.
  • Participating in project site visits to evaluate the adequacy of the proposed or established administrative structure, organization, and administrative procedures to determine the probable effectiveness.
  • Serving as a source of information for the scientific staff in the interpretation and clarification of USDA grant administration, regulations, policies and procedures.
  • Working with scientific and administrative personnel to obtain background information to facilitate the review of proposals.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.

Time in grade: Applicants must have one year of specialized experience at the next lower grade level to be considered for the next higher grade.

Specialized Experience: Specialized experience is experience directly related to the position to be filled. Specialized experience must be described for each grade level advertised. The specialized experience requirements for this position are:

At the GS-09: Qualifying experience for GS-09 includes one year of specialized experience comparable to GS-07 which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is experience reviewing grant applications to determine that regulations have been met, performing administrative tasks related to grants management, and serving as a source of information to scientific and administrative personnel on the clarification of grant administration, regulations, policies, and procedures.

Or

Masters or equivalent doctoral degree or 2 full years of progressively higher level graduate education leading to such a degree that is directly related to the work of the position. Directly related degrees may include: business administration, accounting, finance, law/business law and related fields. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work.

Or

LL.B. or J.D., if related

Or

A combination of related graduate education and experience, such that the percentage of required experience plus the percentage of required education equals 100%.

Note: only education in excess of the first two years is creditable. To calculate, first determine your total number of graduate semester hours beyond the first 36, and divide that number by 18. Next, divide the total number of months of qualifying experience by 12. Now add your percentages of education and experience. The two percentages must total at least 100% for you to qualify based on your combination of education and experience.

You will receive credit for all qualifying experience, including volunteer experience.

Required Documents

Include initial hire actions, extensions, conversions and separation SF-50s for each period. Submit performance rating(s) showing acceptable performance for each period counted towards eligibility signed by supervisor(s). If documentation does not exist for one or more periods, submit a statement from supervisor(s) indicating acceptable performance. Applicants who do not have performance documentation for any period shall provide a reason why the documentation is not available and statement that performance for all periods was at an acceptable level.
