This position is located in the Health Resources Services Administration (HRSA), Office of Operations (OO), Office of Human Resources (OHR), Division of HR Operations (DHRO), Recruitment and Staffing Branch. The duty location is Rockville, MD.

Responsibilities

This position is NOT eligible for 100% telework. The amount of telework approved will be at the discretion of the agency.

As a Staffing and Recruitment HR Specialist trainee, you will be provided formal and on-the-job training to provide a variety of staffing and recruitment services to your assigned program areas.

You duties and responsibilities will include;
  • Using USA Staffing Upgrade to complete HR recruitment functions such as creating announcements, preparing ranking lists, evaluating applicants, issuing certifications and referral lists, notifying applicants of their status, and auditing and closing out announcements.
  • Applying basic knowledge of OPM and Merit Systems Principles to advise internal and external customers.
  • Collaborating with administrative staff and hiring managers in fulfilling their recruitment and staffing needs.
  • Providing managers, employees, and job applicants with specific and directly applicable information on the organization's recruitment and placement procedures, practices, policies, and guidelines.
  • Participating in meetings to develop processes, procedures, and methods to streamline the recruitment process.

In order to qualify for this HR Specialist position at the GS-7 position, your resume must clearly demonstrate that you have one full year of specialized experience comparable in difficulty and responsibility to at least the GS-5 in the federal service. Examples of qualifying experience include the following types of tasks performed on a regular and recurring basis: using automated HR systems such as USA Staffing Upgrade to assist senior HR Specialists building vacancy announcements, creating ranking lists, and issuing certs; and, researching OPM Delegated Examining competitive and Federal merit promotion regulations and guidelines to respond to basic recruitment and staffing questions such as status, time-in-grade, series qualification requirements, etc.

OR
Have a Bachelor's Degree AND meet the requirements of Superior Academic Achievement (SAA). SAA is based on (1) class standing, (2) grade-point average, or (3) honor society membership. Class standing -- Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses. Grade-point average (G.P.A.)-- Applicants must have a grade-point average of: 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on their official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum.

OR
Have completed one full year of progressively higher-level graduate education in a related field;

OR
Have an equivalent combination of specialized experience and graduate education that meets 100% of the requirements above.

In order to qualify for this HR Specialist position at the GS-9 position, your resume must clearly demonstrate that you have one full year of specialized experience comparable in difficulty and responsibility to at least the GS-7 in the federal service. Examples of qualifying experience include the following types of tasks performed on a regular and recurring basis: drafting job analyses for quality review; using an automated staffing system such as USA Staffing Upgrade to create assessments, build vacancy announcements, create ranking lists, evaluate applicants, and issue certs; participating in strategic recruitment meetings with senior HR Specialists to assess, define, and advise customers on their recruitment needs.

OR
Have successfully completed the requirements for a Master's Degree (or equivalent), or completed 2 years of progressively higher level graduate education leading to such a degree, or a LL.B or J.D, in a related field.

OR
Have an equivalent combination of specialized experience and graduate education that meets 100% of the requirements above.

Experience refers to paid and unpaid experience, including volunteer work done through National Service Programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.

Current status candidates must meet Time-in-Grade (TIG) by the closing date of this announcement. To allow us to verify that you meet TIG requirements, provide any of the following SF-50s:
  • Competitive or Career-ladder promotion to your highest grade (this does not include 120 day temporary promotions)
  • With-In-Grade (WGI) increase at your highest grade (this does not include quality step increases (QSIs)
  • Competitive career/career-conditional appointment to your highest grade.
  • SF-50 at your highest grade held, that is at least one year older than the announcement closing date of 06/21/2019.

Education
