Responsibilities

As a OPEN SKIES IMPLEMENTATION COORDINATOR at the GS-0301-14 some of your typical work assignments may include:
  • Provides guidance to the Division Chief for OSO program management activities to include: internal management control, budget, treaty compliance, recruitment and deployment of teams, flight and treaty training, mission planning and accomplishment, and technical and operational oversight of Open Skies OC-135B aircraft as well as lease aircraft used by the US in completion of Open Skies missions.
  • Serves as senior technical advisor and consultant on all OST issues and operations to the DTRA Director, OG Director, and Deputy Directors as well as interagency senior leadership.
  • Participates in a variety of conferences, meetings, working groups, and functions on the national and international senior leadership level. Represents the OSO in Agency meetings and briefs the DTRA Director, OG Director, and/or Deputy Directors and ensures they are informed of emergent and long-term issues.
  • Keeps abreast of all operational, training, and developmental issues and continually reviews all aspects of the OST mission and baseline operations and assesses overall mission requirements, operational processes, organizational structure and resource utilization in order to evaluate program execution, and prepare recommendations to improve effectiveness to the Division Chief.
  • Ensures compliance with treaty provisions and applicable regulatory guidelines; assess/ensure technical accuracy and reliability; identify potential problem areas, conflicting requirements or processes, anticipate the impact of changes in operating requirements or resources; and prioritize initiatives.
  • Coordinates and directs afore mentioned activities throughout the interagency. Provides guidance on the implementation and prioritization of program changes synchronizing workload adjustments and the allocation/reallocation of resources.
  • Develops short and long-range program plans, goals, and evaluations for review and implementation by the Division Chief. Based on OSD direction, training and equipment projections, and mission support projections, forecasts and develops plans for current, mid- and long-term funding and manpower requirements.
  • Plans, prepares, and justifies the annual OSO budget. Manages the administration of funding for travel, training, and mission support external to the Agency and treaty arid travel support for treaty signatories. Monitors expenditures and spending patterns and makes recommendations regarding the reallocation of funds

  • The incumbent is required to maintain good health, physical condition, and must be able to obtain certification in the Open Skies Treaty.


Qualifications

You may qualify at the GS-14, if you fulfill the following qualifications:

A. One year of specialized experience equivalent to the GS-13 grade level in the Federal service:
  • Experience of the missions, policies, instructions, procedures, and operations in order to provide technical support and program management of the treaty.
  • Knowledge of the arms control interagency process and the implementation process related to Open Skies and other treaties in order to manage on-going analysis of current policies and practices.
  • Experience of flight operations, operational capabilities and limitations of the aircraft in order to conduct specific overflight observation provision.
  • Thoroughly manages the process and restrictions associated with the deployment of aircraft worldwide to include: the logistics, diplomatic process, and flight requirements of foreign airspace in order to provide oversight for deployment and operation of worldwide platforms.
  • Oversees relevant budget principles and execution techniques in order to prepare and monitor an agency budget.
  • Expertise of military services officer and enlisted evaluation/fitness reporting systems in order to advise senior management and coordinate the division professional development program.

Substitution of education may not be used in lieu of specialized experience for this grade level.
