Summary

This position serves as a technical advisor to the assigned team lead and deputy director on the test and evaluation (T&E) infrastructure and on matters pertaining to the assessment of the Major Range and Test Facility Base (MRTFB) or is a subject matter expert on the technical knowledge of the nature and complexity of Department of Defense (DoD) weapon systems acquisition.

Responsibilities

Your typical work assignments may include the following:
  • Provides subject matter expertise in the assigned areas of chemical/biological/nuclear test infrastructure for the test and evaluation of future missile and laser weapon systems, command and control systems, to include the development of new technologies and procedures to be used in the test and evaluation of air defense, land combat, and missile defense systems and components and tests of military and commercial space systems
  • Maintains cognizance of Service T&E in the assigned areas of responsibility for the purpose of assessing and maintaining the test capabilities needed to develop, test, and field war fighting and military operations capabilities successfully
  • Maintains detailed knowledge of existing DoD test capabilities (MRTFB and non-MRTFB) related to assigned area of responsibilities, as well as across non-DoD Federal agencies, and the commercial sector
  • Provides support in developing goals, objectives, and strategies for acquiring new T&E capabilities and provides support in developing and publishing a strategic plan for T&E infrastructure that satisfies DoD and Congressional requirements

Qualifications

Basic Education Requirements for General Engineer, GS-0801: Degree: Engineering. OR Combination of education and experience as defined in the following: https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/0800/files/all-professional-engineering-positions-0800.pdf

Basic Requirements for Operations Research, GS-1515: Degree: in operations research; or at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus. AND

You may also qualify at the NH IV pay band, if you fulfill the following qualification requirement:

One year of specialized experience at the NH-III pay band or equivalent grade level, generally GS-13, in the Federal service or equivalent private or public sector applying scientific theories, principles, concepts, standards, qualitative and quantitative analytical and evaluative methods and techniques to accomplish future missile, laser and space weapon systems test and evaluation; developing new technologies and procedures to be used in the test and evaluation of air defense, land combat, and missile defense systems and components; evaluating major weapons and space systems and military operations capabilities; planning, organizing, developing studies or projects to negotiate effectively with management to accept and implement recommendations; applying systems acquisition process and related policies, procedures, and organizations; identifying and analyzing technical and operational problems to assess accuracy and relevance of information and then generate independent assessments.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
