Responsibilities

  • Responsible for developing, revising, or adapting courses, instructional materials and guides in PreK-12 Fine Arts Department (Drawing, Painting, Sketching).
  • Evaluates education and training programs and makes recommendations for needed changes and improvements.
  • The incumbent duties include emphasis on such areas as curriculum development, course resources, educational tests and measurement, as well as Contracting Officer Responsibilities (COR) associated with PreK-12 Fine Arts Department.
  • Monitors the implementation of curriculum and performance standards.
  • Provides complex information that requires program innovations or modifications that result in the need to provide training to staff that will be using the new programs or products.
  • Develops goals and standards for the PreK-12 Fine Arts Department (Drawing, Painting, Sketching), including those that support the DoDEA Community Strategic Plan.
  • Provides problem-solving assistance and technical review and leadership over multifaceted curriculum, course materials, standards and regulations.
  • Integrates data from system-wide testing programs, accreditation reports, and the incumbents supervisory field observations into comprehensive needs statements for the assigned area of responsibility.
  • Develops methods of using new training media in designing courses and special course materials in areas where new designs for presenting the materials are needed.
  • Evaluates the effectiveness of learning via new media.
  • Trains curriculum liaisons, specialists and other leaders in methods for implementing and maintaining effective instruction and assessment both in the existing curriculum and in initiatives for curriculum improvement.
  • Represents DoDEA in meetings of various agencies and departments of the Federal Government relating to the areas of educational expertise.

In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). Basic Requirement for an Instructional System Specialist (Fine Arts) (Drawing, Sketching, Painting):Degree:
Bachelor's degree (or higher degree) that included or was supplemented by at least 24 semester hours appropriate to the work of the position to be filled. The course work must have included study in at least four of the following five areas:
(1) Learning theory, psychology of learning, educational psychology: Study of learning theories as they relate to the systematic design, development, and validation of instructional material.
(2) Instructional design practices: Study of the principles and techniques used in designing training programs, developing design strategy and models, and applying design methods to the improvement of instructional effectiveness.
(3) Educational evaluation: Study of the techniques for evaluating the effectiveness of instructional/educational programs, including developing written and performance tests and survey instruments, and determining reliability and validity of evaluation instruments.
(4) Instructional product development: Study of the techniques appropriate for developing training materials, including identifying learner characteristics, specifying objectives, applying training strategy, validating training materials, and evaluating training.

(5) Computers in education and training: Study of the application of computers in education and training, including selecting appropriate computer software. (YOU MUST UPLOAD AN OFFICIAL COPY OF ALL OF YOUR COMPLETED TRANSCRIPTS SHOWING THE ABOVE REQUIREMENT).

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

Specialized Experience: One year of specialized experience which includes: Leading above school-level Fine Art (Drawing, Sketching and painting) implementation in grades PK-12; Providing professional educational development for an area, district or school-level personnel, as a Fine Arts (Drawing, Sketching and Painting) Specialist/Director/Facilitator; Monitoring the implementation of quality Fine Arts (Drawing, Sketching and Painting) curriculum education programs for grades PK-12; AND Training curriculum field specialists and other leaders with integration of Fine Arts (Drawing, Sketching and Painting) standards and core subject area standards.

This definition of specialized experience typical of work performed at the next lower grade/level position in the federal service (GS-12).

For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
