Summary

You will serve as an Information Technology (IT) Specialist (APPSW/SYSADMIN) in the Command Business Office of the OFFICE OF NAVAL RESEARCH. This position serves as the Senior Acquisition Systems Analyst providing support to the Director of Contract, Grants and Acquisition Department and the Director of Acquisition Systems Division (ASD). The selectee will also serve as the lead functional expert on efforts to design, develop and deliver ASD projects.

Responsibilities

  • You will develop/execute system plans for future automation by creating innovative uses of automated systems supporting acquisition.
  • You will conduct business process re-engineering and feasibility studies and trade-off analyses; prepare business cases for the application of IT solutions and future trends and define system scope and objectives.
  • You will act as representative on highly complex issues of automation which cut across business area boundaries and in the planning/prioritization of software efforts under ONR automation enterprise and other ASD initiatives.
  • You will lead project teams in meeting project deadlines, milestones, schedules and scope while providing advice and technical guidance to customers by analyzing and resolving problems and evaluating alternative means of satisfying user requirements.
  • You will document business unit requirements and assist with annual certifications and compliance related activities in support of acquisition systems.
  • You will recommend agency policies and guidelines for acquisition web-based applications and services.
  • You will oversee the requirements planning, procurement, design, modification, integration, testing and deployment of acquisition systems.
  • You will develop or implement information systems security plans and procedures to prevent system vulnerabilities and resolve software issues.
  • You will develop acquisition systems applications, business intelligence reports, and provide system administration support to all acquisition systems.
  • You will plan and design user interfaces, systems and software application architecture.
  • You will triage, escalate and assist users with issues related to custom web applications, general web problems, and a significant amount of time supporting user issues.

  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.


Qualifications

This position has a selective placement factor that will be used to screen out ineligible candidates. Your application must indicate that you have the following certifications. The selective placement factor is: Do you possess Cyber Workforce Management Program, Baseline Certifications IAT, Level II; plus, Computing Environment (CE) certifications required, for example: Baseline {CCNA Security, CySA+, GICSP, GSEC, Security+ CE, SSCP}, CE {Linux+, Server+ Windows OS (MCSD, MCSE), CompTIA Cloud, AWS, Azure}?

Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or NO-04 pay band in the Federal service or equivalent experience in the private or public sector performing most or all of the following duties: 1) applying business process engineering concepts sufficient to lead/conduct studies designed to identify potential improvements in the way information technology is applied to information systems; 2) utilizing knowledge of Federal Acquisition laws, regulations, processes, systems and performance measurements in order to promote automation of these efforts; 3) leading co-workers in meeting project deadlines and milestones related to advanced systems software/hardware project efforts; 4) customizing or developing software applications using: PHP, Ruby, HTML5, CSS, JavaScript, JAVA, SharePoint, ASP, XML, Linux, Shell Script, Bootstrap, .NET, Node.js, Angular.js, Foundation, jQuery, and other related web languages and tools for the development including database Oracle, SQL Server, MySQL, and deployment of web and mobile applications; 5) designing user interfaces; integrating hardware and software components; evaluating new applications software technologies; analyzing and refining system requirements; translating system requirements into application prototypes; developing, customizing, or acquiring application software programs; writing, debugging and maintaining code; testing, debugging, and maintaining software programs and applications; writing and maintaining program documentation; and monitoring and tracking progress of software projects. Your experience must reflect skill in the following areas: attention to detail, customer service, oral communication, and problem solving.
