The mission requires a strong offense and a steadfast defense. The offense collects, processes and disseminates intelligence information derived from foreign signals for intelligence and counterintelligence purposes. The defense prevents adversaries from gaining access to sensitive classified national security information. Budget Analysts at NSA provide sound and accountable financial management, information, and decision-making support to enable NSA to be fully responsive to external oversight requirements as well as providing support and guidance internally. They ensure optimization of Agency resources through corporate oversight of all funds and manpower associated with NSA, direction of NSA's budget and program build process and execution process, and corporate oversight for all reimbursable Memorandum's of Agreement and Interagency Support Agreement's that are executed by NSA.Description of Position:As a Budget Analyst at the NSA, you will be instrumental in building and executing budgets for multiple years and producing financial reports. Budget Analyst responsibilities include but are not limited to:- Planning, programming, budgeting and execution process, the congressional budgetary processes, and DoD/IC - specific budget practices- Aanalyzing financial, performance, and requirements data for business decision making- Using financial principles to identify trends in data- Justifying the resources (manpower and funding) to support the strategic plans of the President, DoD, Intelligence Community, and the NSA- Advising NSA/CSS elements in the preparation, negotiation, coordination, approval, and termination of all reimbursable support agreements, to include Interagency Assisted Acquisitions- Managing all aspects of Cyber tenant requirements and reimbursement activities to ensure proper execution of funds within appropriate timeframe as indicated on incoming MIPRs- Managing civilian and military manpower resources to reflect current and future requirementsIndividuals selected for this position are required to obtain DoD Financial Management (DoDFM) - Level II certification within 24 months.SkillsThe ideal candidate is someone with a desire for continual learning; who possesses strong communication (both oral and written), problem-solving, and interpersonal skills along with a great eye for detail; and who is adaptable.Knowledge and experience in the following areas is desired:- Managing complex projects- DoD-wide processes (eg, military manpower)- Data analysis - Budgeting and forecasting- Writing and justifying Federal budgets- Microsoft Office Suite of tools- PeopleSoftThe following certifications are preferred:- DoD Financial Management (DoDFM)- Certified Defense Financial Manager (CDFM)Mandatory Qualification ReqsSalary Range: $47,016 - $74,759 (Entry/Developmental)*The qualifications listed are the minimum acceptable to be considered for the position. Salary offers are based on candidates' education level and years of experience relevant to the position and also take into account information provided by the hiring manager/organization regarding the work level for the position. Entry is with a Bachelor's degree and no experience. A high school diploma or GED plus 4 years of relevant experience, or an Associate's degree plus 2 years of relevant experience may be considered for individuals with in-depth experience that is clearly related to the position.Degree must be in Business or a related field (eg, Accounting, Economics, Finance, Statistics, Mathematics, Business Administration, or Public Administration) with at least 24 semester credit hours in accounting, business finance, law, contracts, purchasing, economics, industrial marketing, marketing, quantitative methods, and/or organizational management.Relevant experience must be in a business or finance related area (eg, analyzing/monitoring budgets and expenditures). Certified Defense Financial Manager (CDFM) and/or DAWIA Financial Management (FM) level I is preferred.Salary Range: $69,581 - $108,422 (Full Performance)*The qualifications listed are the minimum acceptable to be considered for the position. Salary offers are based on candidates' education level and years of experience relevant to the position and also take into account information provided by the hiring manager/organization regarding the work level for the position. Entry is with a Bachelor's degree plus 3 years of relevant experience, or a Master's degree plus 1 year of relevant experience or a Doctoral degree and no experience. A high school diploma or GED plus 7 years of relevant experience, or an Associate's degree plus 5 years of relevant experience may be considered for individuals with in-depth experience that is clearly related to the position.Degree must be in Business or a related field (eg, Accounting, Economics, Finance, Statistics, Mathematics, Business Administration, or Public Administration) with at least 24 semester credit hours in accounting, business finance, law, contracts, purchasing, economics, industrial marketing, marketing, quantitative methods, and/or organizational management.Relevant experience must be in a business or finance related area (eg, analyzing/monitoring budgets and expenditures). Monday - Friday, with basic 8hr/day work requirements between 0600 and 1800 (flexible).
