Summary

This position is located in the Government Accountability Office (GAO), Human Capital Office (HCO), Processing and Information Center (PIC).

The incumbent serves as a Human Capital Assistant (HCA) responsible for performing a full-range of technical work assignments in processing personnel and payroll actions that are interrelated and/or non-standard. In addition, the HCA performs limited work within specialty areas requiring practical knowledge of HR specialization.

Responsibilities

  • Utilize HR Guide to Processing Personnel Actions (GPPA) to timely and accurately code and process various appointment and staffing actions in the automated personnel and payroll system to document employee's official personnel actions;
  • Review employee's official personnel folders to examine records to accurately compute service computation dates, identify periods of active and inactive service, creditable military service, determine leave category, and retirement.
  • Processes applications for deposit or redeposit funds for military or civilian service; computes amount owed and coordinates with servicing payroll office or the Office of Personnel Management (OPM);
  • Processes difficult or complex pay actions such as back payments, health and life insurance, payroll deductions, and Thrift Savings Plan. Reviews documents for accuracy and adequacy and advises employees on requirements;
  • Processes a variety of human capital-related documents requiring knowledge of both routine and complex situations in areas such as incentive award nominations, training requests, and employee benefits forms. Ensures that documentation is accurate and complete. Determines effect of changes such as Leave Without Pay or part-time employment on benefits and advises employees;
  • Researches complex pay problems such as back pay and determines corrective action; calculates pay errors and prepares documentation for servicing agency or payroll office. Provides advice on indebtedness notices issued by for agency or servicing payroll office, responds to employee questions on these notices and on billing and salary offset procedures; and
  • Conduct new employee orientation by reviewing forms and determine eligibility requirements for various benefits and enrollment processes for TSP, FEGLI. and Retirement.

Qualifications

Applicants must have at least one year (52 weeks) of specialized experience at the next lower level/band AC-I, equivalent to the GS-7 grade level in the Federal service that equipped the applicant with the knowledge, skills and abilities to successfully perform the duties of the position. Specialized experience is defined as utilizing federal personnel and payroll databases such as HR Connect and the National Finance Center (NFC) to process personnel actions, maintain electronic files and update requested information; providing advice and guidance on operations, maintenance and manipulation of personnel data in the system; as well as experience using automated processing guides, procedures and data elements to enter and correct data in the personnel database.

• Knowledge of, and skill in applying, a standardized body of human capital rules, procedures, and operations concerning new employee orientation sufficient to explain general retirement provisions and an overview of employee benefits to employees; and assist employees in completing employment documents.

• Knowledge of and skill in applying human capital/human resources rules and procedures for processing complex personnel actions.

• Knowledge of automated human capital/resources personnel and payroll systems; as well as, time and attendance systems, in order to develop databases, verify data, track actions, and produce reports.

• Substantive knowledge of automated human capital/resources personnel and payroll systems in order to enter data, process actions, ensure accuracy of personnel actions, and produce documents and reports

• Practical knowledge of Federal laws, regulations, policy relevant to pay, time, attendance, and leave in order to process pay and leave transactions, including complex and difficult actions.

• Knowledge of, and skill in applying, human capital rules, regulations, and procedures used to complete assignments in Human Capital specialty areas, such as recruitment and hiring, workforce relations, learning, payroll, benefits and records, and performance and compensation management.

• Ability to provide oral and written recommendations to solve a wide variety of personnel issues and participate in the development, administration, and evaluation of work processes involved in assigned human capital program(s).

• Verbal and written communication skills sufficient to explain technical requirements, answer questions regarding pay actions, and prepare documents and messages.
