Summary

**THIS IS A DUAL STATUS TITLE 32 EXCEPTED SERVICE POSITION**

This position serves as the J-1, Director of Manpower and Personnel, responsible for all joint Army and Air National Guard manpower, personnel readiness, personnel services and human capital management in the state National Guard as a reserve of the United States. The purpose of this position is to provide statewide policy, oversight and guidance in order to ensure expected levels of readiness for all National Guard personnel.

Responsibilities

As the DIRECTOR OF MANPOWER AND PERSONNEL (J-1) (Title 32), GS 0340 14, you will perform are not limited to the following duties:
Advises the Adjutant General (TAG) on all matters pertaining to management, distribution, utilization, development and support of military and technician personnel, their families and their employers. Plans, organizes, and oversees the activities of the J-1Directorate. Develops goals and objectives that integrate manpower and personnel support objectives into short and long-term operational plans. Establishes, revises, or reviews policies, procedures, mission objectives, and organization design for the staff, as necessary to eliminate work problems or barriers to mission accomplishment, promotes team building, implements quality improvements, or in response to concerns with regulatory compliance and/or customer requirements. Plans work for accomplishment by subordinate divisions and branches, sets and adjusts short-term priorities, and prepares schedules based on consideration of difficulty of requirements and assignments such that the experience, training, and abilities of the staff are effectively utilized to meet organization and customer needs. Provides subordinate supervisors and staff with direction and advice regarding policies, procedures, and guidelines. Reviews and structures organization to optimize use of resources and maximize efficiency and effectiveness of the organization. Balances workload and provides overall direction and vision to the subordinate divisions and branches on a wide range of manpower and personnel support issues. Establishes metric and analysis systems for divisions and branches managed to assess efficiency, effectiveness, and compliance with regulatory procedures. Evaluates requirements for additional resources submitted by subordinate supervisors, and balances organization needs with overall mission requirements and resource interests. Identifies need for change in organization priorities and takes action to implement such changes. Plans and schedules work in such a manner that promotes a smooth flow and even distribution and ensures effective use of organization resources to achieve organization goals and objectives as well as customer needs. Reviews work and management techniques of subordinate supervisors and is held accountable for actions taken and advice provided by staff of subordinate divisions and branches. Makes decisions on work problems presented by subordinate supervisors. Directs self-assessment activities of subordinate supervisors. Reviews training recommended by subordinate supervisors to assure it is proper and promotes effective operation of the organization as a whole.

  • NATIONAL GUARD MEMBERSHIP IS REQUIRED: This is an excepted service position that requires membership in a compatible military rank and assignment in the District of Columbia Air National Guard. Selectee will be required to wear the military uniform.
  • Males born after 31 December 1959 must be registered for Selective Service.
  • Federal employment suitability as determined by a background investigation.
  • May be required to successfully complete a probationary period.
  • Participation in direct deposit is mandatory.

Qualifications

This is an excepted service position that requires membership in a compatible military assignment in the DC Air National Guard. MILITARY REQUIREMENTS: You must meet the minimum military rank as specified in this announcement. Other requirements: For positions requiring the operation of motor vehicles, candidates must have a valid state driver's license for the state in which they live or are principally employed. For positions requiring a security clearance (Secret or Top Secret) the applicant must possess or be able to obtain a clearance within One (1) year of appointment.

MINIMUM REQUIREMENTS: Experience, education or training in managing or directing one or more programs, including appropriate supporting service organizations. Supervisory, managerial, professional or technical work experience and/or training which has provided knowledge of management principles, practices, methods and techniques. Experience using computer and automation systems.
SPECIALIZED EXPERIENCE: Must have at least Thirty-six(36) months experience analyzing problems, identifying significant factors, gathering pertinent data and recognizing solutions; preparing reports, plans, policies and various correspondence; evaluating objectives and develop plans to facilitate the availability and effective utilization of various resources; Must have knowledge of the organization and its mission and utilized the organizational staff procedures. Experience applying analytical and evaluative techniques to issues or studies concerning the efficiency and effectiveness of program operations carried out by administrative or professional personnel, or substantive administrative support functions.

Education

Substitution of Education for Specialized Experience: Successful completion of a full 4-year course of study in any field leading to a bachelor's degree, in an accredited college or university, meets the GS-5 level requirements
