Responsibilities

This position is located in Human Resources Division, Safety and Workers' Compensation Unit, Arlington, VA.
The incumbent will perform the following duties:
  • Applies safety and occupational health standards to limited operational environments, identifying hazards, and eliminating unsafe acts and conditions.
  • Assists in ensuring that the Agency is in compliance with Occupational Safety and Health Administration (OSHA) and other applicable federal regulations.
  • Assists in the interpretation of new safety and occupational health legislation and recommends the adoption or implementation of specific policies and procedures.
  • Utilizes judgment to determine and select the appropriate guides for application to each situation from among a number of established technical alternative.
  • Assists with initial reviews of work sites to analyze work tasks and determine existing or potentially hazardous situations.
  • Assists in the development of new safety criteria used to eliminate or control serious hazards encountered by Agency personnel in the performance of their duties.
  • Inputs data into, and maintains a management information system which generates mishap, injury, and illness data for Headquarters.
  • Collects topical safety related information and incorporates it into a newsletter.

Qualifications

    BASIC REQUIREMENT(S):
    Education: Undergraduate and Graduate Education: Major study -- safety or occupational health fields (safety, occupational health, industrial hygiene), or degree in other related fields that included or was supplemented by at least 24 semester hours of study from among the following (or closely related) disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology.

    OR

    Experience: Experience in or related to safety and occupational health that provided the specific knowledge, skills, and abilities to perform successfully the duties of the position. Examples of qualifying specialized experience include:
    • Managing safety or occupational health program elements.
    • Developing and recommending safety and occupational health policy to higher levels of management.
    • Applying safety and occupational health laws, regulations, principles, theories, practices, and procedures to advise on or resolve technical matters dealing with occupational safety and health requirements.
    • Developing safety and occupational health standards, regulations, practices, and procedures to eliminate or control potential hazards.
    • Developing or implementing programs to reduce the frequency, severity, and cost of accidents and occupational illnesses.
    • Analyzing or evaluating new and existing jobs, processes, products, or other systems to determine the existence, severity, probability, and outcome of hazards.
    • Designing or modifying workplaces, processes, products, or other systems to control or eliminate hazards.
    • Inspecting or surveying workplaces, processes, products, or other systems for compliance with established safety and occupational health policies or standards and to identify potential new hazards.
    • Training of workers, supervisors, managers, or other safety and occupational health personnel in safety or occupational health subjects.
    • Work in occupational fields such as industrial hygienist, safety engineer, fire prevention engineer, health physicist, and occupational health nurse.

In addition, to the Basic Requirements, you must also meet the Minimum Qualifications stated below:

GS-09: Must have one (1) year of specialized experience equivalent to at least the GS-07 Federal grade level performing such duties as completing recurring assignments to control or eliminate unsafe physical conditions, equipment and machine hazards, and risks in human performance which may cause injury to persons or damage to property; advising staff and management of the laws, regulations, policies, and procedures related to safety and occupational health; and applying measure and procedures to minimize or abate environmental hazards.
OR
Have a master's or equivalent graduate degree from an accredited college or university, 2 full years of progressively higher level graduate education leading to such a degree;A LL.B. or J.D., if related. The education must demonstrate the knowledge, skills, and abilities necessary to perform the work.
OR
Have a combination of both education and experience.

GS-11: Must have one (1) year of specialized experience equivalent to at least the GS-09 Federal grade level performing such duties as completing recurring assignments to control or eliminate unsafe physical conditions, equipment and machine hazards, and risks in human performance which may cause injury to persons or damage to property; advising staff and management of the laws, regulations, policies, and procedures related to safety and occupational health; and applying measures and procedures to minimize or abate environmental hazards, and performing health and safety inspections to assess safety requirements as well as assure compliance with applicable safety codes.
OR
Have a Ph.D. or equivalent doctoral degree; 3 full years of progressively higher level graduate education leading to such a degree; or LL.M., if related.
OR
Have a combination of both education and experience.

Education

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
