Summary

This position is located in the National Credit Union Administration (NCUA), Office of Credit Union Resources and Expansion (CURE). This position serves as the Consumer Access Analyst.

Location is negotiable; however, Alexandria, VA duty station is preferred.

Responsibilities

As a Consumer Access Analyst, you will:
- Respond to requests from federal credit unions for field of membership amendments, including conversions to community charters and expansion of existing community charters.
- Review and analyze applications from multiple common bond credit unions to serve underserved areas.
- Serve as a technical expert for a variety of stakeholders in interpreting complex aspects of chartering policy in a readily understandable format.
- Provide technical advice to credit unions seeking field of membership expansions or low-income designation.
- Uphold public confidence in the credit union system by providing timely and accurate responses to questions about share insurance coverage.

Qualifications

You must have one full year of specialized experience equivalent to the next lower grade level in federal service in order to qualify for this position.

To qualify at the CU-12 level, you must have one full year of specialized experience equivalent to the CU/GS-11 level in federal service (obtained in either the public or private sectors). Specialized experience is defined as experience: 1) analyzing financial statements of a financial institution; 2) providing advice in writing and verbally to financial institutions to strengthen policies to comply with regulatory requirements; 3) explaining regulatory requirements to a diverse spectrum of stakeholders (i.e. constituents, the public, other regulators or other types of industry participants; and 4) advising financial institution officials of the advantages of low-income designation.

Additional information

If you are selected for this position at the CU-12 grade level, you may be non-competitively promoted to CU-13, provided that you have fulfilled the necessary qualification requirements including any applicable certification processes. Promotion is not automatic and is conditional on demonstrated ability to perform the higher grade level duties, a current written performance appraisal rating of "fully successful" or better, and fulfillment of the necessary qualification requirements.

SALARY: Pay will be set using NCUA's compensation policy. It will be set within the advertised pay range to align with the selectee's skills and experience and the requirements of the position. The salary range shown is NCUA's National Pay Rate (NPR) which does not include locality pay. Actual salary will be determined upon the location of selectee and the applicable locality pay, per the NCUA's CU pay table, will be applied. The 2019 locality rates, by location, can be found on the NCUA Careers webpage under the NCUA CU Pay Structure .
