Summary

As a Supervisory Contract Specialist, you will be part of National Background Investigations Bureau. If selected, you will be responsible for the general management of Contracting and Business Solutions and overseeing two offices, including developing and managing new acquisition initiatives, reviewing and improving internal operations and contracting processes, workforce planning and organizational development, policy development, budget formulation and execution.

Responsibilities

  • Advises program officials of the procurement milestones and assists in the preparation of the statement of work and solicitation.
  • Prepares responses to procurement related inquiries from other Government offices and private industry.
  • Manages the procurement of all types of supplies and services of a full range of procurement functions such as determining methods of procurement.
  • Interprets technical, legal and audit decisions and analyzes the impact on the procurement.

Qualifications

For the GS 15:

BASIC REQUIREMENT: All applicants must meet one of the following basic requirements:
1. Completion of all mandatory training prescribed by the head of the agency for progression to GS-13 or higher level contracting positions, including at least 4-years of experience in contracting or related positions. At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position, and must have provided the knowledge, skills, and abilities to perform successfully the work of the position AND successful completion of a bachelor's degree that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. NOTE: Applicants must submit a copy of their transcripts for verification.

OR

2. On January 1, 2000 held a position in the Federal Service in the GS-1102 Contract Specialist series. Employees who occupy GS-1102 positions at grade 13 or higher will be considered to meet the basic requirements for other GS-1102 positions classified at GS-13 or higher. Applicants must have continually held this occupational series since January 1, 2000. NOTE: Applicants must submit a copy of their SF-50 for verification.

AND

MINIMUM QUALIFICATIONS: In addition to the Basic Requirement listed above, all applicants must possess the following specialized experience to be considered minimally qualified for the grade level for which they wish to be considered.

Specialized Experience:
  • Utilizing regulations and contracting principles and contract types to procure and administer a variety of contracts;
  • Conducting negotiations during pre-award and post-award phases;
  • Monitoring contractor performance; analyzing industry and market conditions to determine sources; and
  • Applying cost and price procedures and techniques to evaluate bids, contract proposals, and responsibility of contractors.(Must be reflected in resume)
Additional Requirement:
You must have a FAC-C Level III or a DAWIA Level III certification in Contracting or request a waiver from the HCA. (must submit proof of certification)
