Summary

As a Supervisory Contract Specialist at the GS-1102-15, you will be part of Office of Procurement Operations, Office of Personnel Management. If selected, you will be responsible for the general management of the Division, developing and managing new acquisition initiatives for the supported program offices, reviewing internal operations, developing and conducting training programs for personnel involved in the acquisition process, and recommending improvements to contracting processes.

Responsibilities

  • Leads the overall planning, direction, and timely execution of the contracting programs for the Division.
  • Sets a series of long-range plans and schedules for meeting the Divison's mission.
  • Reviews internal Office of Procurement Operations (OPO) operations for effectiveness and efficiency, conducts program evaluation as required to assess the effectiveness of operations, and makes improvements as appropriate.
  • Develops and participates in the implementation of innovative initiatives designed to improve the overall efficiency and effectiveness of the OPM contracting process.
  • Conducts contracting management reviews to assess their effectiveness and to evaluate compliance with applicable rules, regulations, and sound contracting practices.
  • Provides contracting technical advice and assistance to executives, employees, and others in OPM.

Qualifications

Basic Requirements: I have a 4-year course of study, from an accredited college or university, leading to a bachelor's degree that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management OR I have continuously occupied a GS-1102 position at the grade 15 level in the competitive Federal service since January 1, 2000 OR I was promoted to the GS-1102-14 level without the required education level OR I have extensive contacting experience with demonstrated analytical and decision-making capabilities and I am requesting the senior procurement executive of OPM consider granting a waiver for the education requirement.

In addition to the basic qualification requirements above, you must also meet the minimum qualifications requirements listed below:

Minimum Qualifications: I have at least four (4) years of experience in contracting or related positions which includes at least one year of specialized experience equivalent to the GS-14 grade level in the Federal service? Specialized experience is defined as: 1) performing a full range of duties involved in developing and managing new acquisition initiatives; 2) reviewing internal operations and recommending improvements; 3) developing, conducting, or overseeing training programs for personnel involved in the acquisition process; and 4) reviewing contracting processes and recommending improvements; and 5) performing highly complex pre-award and post award activities utilizing a variety of types of contracts?

Training Requirement: Completion of all mandatory training prescribed by OPM for progression to the GS-13 or higher level contracting positions. If you have a current FAC-C Level III or current DAWIA Level III certification in Contracting, your training is fully qualifying for OPM's Mandatory Training requirement.

Merit promotion applicants must meet time-in-grade requirement as defined in 5 CFR 300, Subpart F. One year at the GS-14 level is required to meet the time-in-grade requirements for the GS15 level.

You must meet all qualification and eligibility requirements within 30 days of the closing date of this announcement.
