Responsibilities

As Assistant Commissioner, Office of Facilities and Asset Management (OFAM), in the Office of Enterprise Services, at U.S. Customs and Border Protection (CBP), you will serve as the agency's Chief Readiness Officer and provide executive program leadership and direction to four divisions providing CBP-wide facilities and asset management services to support the operational mission of CBP (i.e., business operations, organizational resources and support, facilities management and engineering, asset and administrative management).

You will formulate, plan, and implement all real property asset acquisition programs vital to supporting CBP activities nationwide and overseas and establish strategic and multi-year plans for both real property asset acquisition and management programs. You will serve as principal advisor to the Executive and Deputy Executive Assistant Commissioners for Enterprise Services, and other Executive Assistant Commissioners representing various offices, on all real property issues.

You will translate program goals and priorities into strategic, long and short-range acquisition support plans that will ensure effective support of agency goals and objectives. You will be responsible for the development and implementation of major national policy governing real property acquisition, as prescribed by the President, Congress, Department of Homeland Security (DHS), and CBP. You will interpret DHS objectives and lead the development of procedures, policies, and plans to attain these objectives.

You will serve as the CBP Real Property Officer with delegated authority to sign environmental planning documents. You will maintain responsibility for providing policy and direction for the management and accountability of CBP real property.

You will formulate and develop budget initiatives that support CBP strategic goals and acquisition plans. You will provide continuing advocacy and defense of strategic real property acquisition plans throughout the budget process and congressional hearings, as well as funding for the acquisition of all CBP real property.

You will be responsible for providing an interface for all real property issues with regional and national offices of other Federal agencies, non-Federal regional entities, state and local governments, congressional committees, and staffs. You will advise key officials at CBP and other agencies on significant issues, such as major contract cost overruns, significant contract protests, congressional impact of major contract awards, and the status of major real property acquisition efforts.

Program Management Certification : Applicants must possess or be eligible for Level III Program/Project Management (P/PM) certification in accordance with the Department of Homeland Security (DHS) Program Manager Certification Standards, the Defense Acquisition Workforce Improvement Act (DAWIA), or Federal Acquisition Certification for Program and Project Managers (FAC-P/PM).
