The incumbent of this position serves as the Director, Office of information Technology, Federal Railroad Administration (FRA), U.S. Department of Transportation (DOT), located in Washington, D.C. Operating under broad delegated authority.

Responsibilities

As a Supervisory IT Specialist, you will:
  • Be responsible for the information technology (IT) program for the FRA, which includes the information technology disciplines related to hardware, software, communications, and services. Responsible for oversight of agency IT services and for effective liaison with Departmental and other providers of lT services (voice, data, and video) to FRA.
  • Ensure proactive management and assessment of FRA's responsibilities in IT capital planning, enterprise architecture, privacy, web solutions, mission systems and cybersecurity and ensures FRA's investments and activities are consistent with departmental priorities.
  • Be responsible for administering the Records Management Program in accordance with National Archives and Records Administration (NARA) guidelines.
  • Serve as co-emergency coordinator for the IT portion of the FRA Continuity of Operations Plan (COOP), including the IT Disaster Recovery program.

The ideal candidate for this position would have experience managing a federal IT program of similar size and scope. This includes experience managing IT operations as well as knowledge and familiarity of data and technology management. Experience with developing and distributing business intelligence capabilities would be beneficial. Additionally, experience with records management and IT emergency planning/disaster recovery responsibilities would be favorable.

CONDITIONS OF EMPLOYMENT:

  • SUPERVISORY PROBATIONARY PERIOD: You must complete a one-year supervisory probationary period (unless already completed).
  • TIME-IN-GRADE: - Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions contained in 5 CFR 300, Subpart F.


Qualifications

To meet the minimum qualifications for this position, you must (1) meet the specialized experience requirements.

To qualify for the GS-15, you must have at least one year of experience equal or equivalent to the GS-14, it must include:
  • Experience representing, leading or managing a workforce to achieve mission goals.
  • Experience performing feasibility studies and cost/benefit analysis for Information Technology (IT) application services.
  • Experience performing analytical investigations and special studies to improve IT processes and policies.

In addition to meeting the above described specialized experience requirements, your IT experience will be evaluated and be expected to include described experience in the following competencies:

  • Problem Solving: Identifying problems; determining accuracy and relevance of information; using sound judgment to generate and evaluate alternatives, and making recommendations based on technical requirements.
