Responsibilities

As an Equal Opportunity Specialist (Supervisory Equal Opportunity Specialist- Director), you will:
  • Supervise staff and manage other resources to achieve maximum efficiency and balance in utilizing the resources assigned. Plan work to be accomplished by subordinate, set and adjust short-term priorities and prepares schedules for completion of work. Assign work to subordinates based on priorities of the office and ensures that staff efficiently and effectively conducts investigations. Evaluate work performance of subordinates. Identify training needs and ensure the staff receive proper training. Responsible for counseling, disciplinary actions, awards, merit staffing, reassignments, rotations, promotions, delegating responsibilities, and other actions. Resolves personnel related issues brought forth by subordinates. Establishes goals, objectives and activities for the Office. Develop the Systemic Office's component of the Management Plan, budget, and other management instruments.
  • Oversee the investigation, conciliation, and determination of systemic and Secretary-initiated investigations. These cases often involve complex, controversial, and sensitive fair housing civil rights matters.
  • Formulate and implement policies for Headquarters and FHEO Field Office staff regarding systemic and Secretary initiated cases.

This position is located in the Office of Fair Housing and Equal Opportunity (FHEO), Office of Systemic Investigations. FHEO's mission is to eliminate housing discrimination, promote economic opportunity, and achieve diverse, inclusive communities by leading the nation in the enforcement, administration, development, and public understanding of federal fair housing policies and laws. FHEO protects people from discrimination on the basis of race, color, religion, sex, national origin, disability, and familial status. The Office of Systemic Investigations is responsible for identifying, coordinating, conciliating, and otherwise managing the investigations of systemic complaints, Secretary-initiated investigations, complaints involving novel and/or complex issues and high profile complaints.

Qualifications

You must meet the following requirements by the closing date of this announcement.

Specialized Experience: For the GS-15, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 grade level in the Federal service.

Specialized experience for this position includes:

- Analysis and application of fair housing laws such as: Title VIII of the Civil Rights Act of 1968 as amended, Title VI of the Civil Rights Act of 1964, Equal Credit Opportunity Act and their implementing regulations in an enforcement or regulatory context; AND
- Experience with managerial techniques, human relations and skills to effectively address employee, stakeholder, and client issues; AND
- Experience managing and overseeing fair lending investigations such as; collection and analysis of data sets, operational experience working with federal lending enforcement, regulatory and supervisory activities, identification and analysis of novel fair lending issues, and providing input on development and implementation of national fair lending policy.

- A one year supervisory or managerial probationary period may be required.
- Must successfully complete a background investigation.
