Summary

The incumbent of this position serves as one of two Deputy Chief Counsels in the Office of Chief Counsel (OCC), Federal Emergency Management Agency (FEMA) in the office of the Chief Counsel (OCC) of the Department of Homeland Security (DHS). The position resides within the Office of the General Counsel of DHS, and reports to the Principal Deputy Chief Counsel (PDCC), FEMA.

Responsibilities

As a Deputy Chief Counsel for Operations (DCC-OPS), you will serve as the primary advisor to the Chief Counsel, FEMA on legal matters concerning protection and national preparedness, emergency management, and flood insurance and mitigation. DCC-OPS must possess technical knowledge and experience to oversee legal programs in the areas of protection and national preparedness, including grants, emergency management, flood insurance and mitigation, and the delivery of these programs by legal counsel distributed nationwide.

Your responsibilities will require you to conceptualize, develop and recommend multiple options, and implement approved courses of action to get results that further the missions of the Department and FEMA. You must be able to explain programs and policies to senior officials of the DHS, FEMA, other federal agencies, Congress and non-government organizations. Specifically, you will:
- Act as a senior policy advisor to the Chief Counsel and other FEMA officials. Provide guidance and support, and develop solutions in connection with matters that may include highly controversial or sensitive issues, or previously undecided questions where adverse decisions would have a negative impact on Agency programs and operations.
- Oversee the delivery of legal services from the division you are assigned to lead to the Agency. Provide guidance or oversee guidance provided by your division on the scope and exercise of legal authorities under the Homeland Security Act, the Stafford Act and other statutes, Executive Orders and regulations applicable to the Agency's mission. Ensure products, services and results are consistent with the intent of the law, administratively sound and effective and economical in operation. Establish, lead and manage comprehensive strategy development and long-range planning processes for legal support in furtherance of mission accomplishment
- Manage and supervise your personnel toward their successful accomplishment and attainment of assigned performance goals, standards and competencies. Recruit, coach and develop talent. Ensure your managers and supervisors leverage the processes for performance assessment, accountability, promotion and recognition.
- Assist the Chief Counsel and others with the development and implementation of long-range planning of FEMA legal programs, practice areas and policies under the cognizance of your division, including the continuity of FEMA legal functions which are mission essential.

Qualifications

As a basic requirement for entry into the SES, applicants must provide evidence of progressively responsible leadership experience that is indicative of senior executive level management capability and directly related to the skills and abilities outlined under the Technical Qualification(s) and Executive Core Qualifications listed below. Typically, experience of this nature will have been gained at or above the GS-15 grade level in the federal service or its equivalent in the private sector.

To meet the minimum qualification requirements for this position, you must show that you possess the five Executive Core Qualifications (ECQs) and the Technical Qualification(s) listed below. We recommend that your résumé and ECQ responses emphasize your level of responsibilities, the scope and complexity of programs managed, and your program accomplishments, including the results of your actions.

Technical Qualifications - Mandatory

You will be evaluated on the following Technical Qualifications:

TQ-1: Candidate must possess sufficient technical knowledge and experience to oversee legal programs in the areas of protection and national preparedness, including grants, emergency management, and flood insurance mitigation.

TQ-2: Candidate should have management experience involving both legal and logistical matters in an agency, law firm, or other organization. Experience to work with legal and policy professionals to evaluate and develop agency objectives, authorities and programs and have excellent legal writing skills that demonstrate clear and concise analysis.

Education

A Juris Doctorate from an accredited institution is required for this position.

How You Will Be Evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

You will be evaluated on the quality and extent of your total accomplishments and experience. Your resume, ECQ and TQ narrative statements will be evaluated by an SES rating and ranking panel, and afterwards highly qualified candidates will be referred to the selecting official. The DHS Executive Resources Board (ERB) will review results and make recommendations on final selections to the appointing authority where final interviews and reference checks may occur. Unless you have already been certified by the Office of Personnel Management (OPM) Qualifications Review Board (QRB) in the past, your ECQs must be certified by an OPM/QRB before appointment can occur.
