Summary

As a Information Technology Specialist (Systems Analysis) at the GS-2210-12/13 with a full performance level of GS-13, you will be part of CIO Federal IT Business Solutions, Office of Personnel Management. If selected, you will be responsible for the management, development and maintenance of those systems and applications in support of the Retirement and Benefits and Trust Funds programs.

Responsibilities

  • Consult with management, customers and stakeholders to determine business, functional and technical requirements for IT Systems and make recommendations.
  • Write technical business requirements and develop technical documentation supportive of IT infrastructure.
  • Monitor IT systems to ensure compliance with existing policies and procedures, regulations, and industry accepted best practices .
  • Develop, evaluate and conduct test plans and test findings and/or results.
  • Represent the agency in meetings and discussions with representatives of industry, inter- agency advisory committees, other Federal agencies, and various public organizations.

Qualifications

For the GS 12/13: You must have
Basic Requirements: You must have Information Technology (IT)-related experience that demonstrates proficiency in each of the following competencies:
Software Development - apply IT principles, concepts, methods, standards and practices to significantly change, interpret, and develop IT applications software program methods and procedures. Effectively and proficiently code application and programs within compliance with industry standards and best practices.
System Development Lifecycle Methodologies--work independently or within a structured agile sprint team on multiple, concurrent IT projects. Apply SDLC methodologies effectively to ensure accuracy, reliability, and availability of systems and applications.
Technical Documentation--produce technical documentation, requirements, and graphical representation effectively using computer applications.
Customer Service - Works with team member and customers to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
Oral and Written Communication - Expresses information to individuals or groups effectively, taking into account the audience and nature of the information, makes clear and convincing oral or written presentations; listens to others, and responds appropriately. Familiar and experience with Microsoft Suite of project-related and communication tools.

GS 12: Applicants must have one year of specialized experience equivalent to the GS-11 level in the Federal Government (or equivalent) that demonstrates: comprehensive knowledge of Information Technology (IT) technical writing to develop functional specifications and requirements for IT systems and the IT infrastructure; Use of Microsoft Office Suite to create work products such as work-flows, system diagrams, artifacts, and other required documentation; Ability to perform testing, evaluating, and validating new functions and applications; Development and implementation of quality assurance and quality control practices procedures, test plans, and/or assessments.

GS 13: Applicants must have one year of specialized experience equivalent to the GS-12 level in the Federal Government (or equivalent) that demonstrates: comprehensive knowledge of Information Technology (IT) technical writing to develop functional specifications and requirements for IT systems and the IT infrastructure; Use of Microsoft Office Suite to create work products such as work-flows, system diagrams, artifacts, and other required documentation; Ability to perform testing, evaluating, and validating new functions and applications; Development and implementation of quality assurance and quality control practices procedures, test plans, and/or assessments.
In addition, applicants must have a minimum of 2 years managing IT-related projects as lead.

In order to be considered for this position, you must complete all required steps in the process. In addition to the application and application questionnaire, this position requires an online assessment. The online assessment measures critical general competencies required to perform the job.
The assessment includes a cut score based on the minimum level of required proficiency in these critical general competencies. You must meet or exceed the cut score to be considered. You will be considered for the position if you score below the cut score or fail to complete the assessment.
