Summary

The position serves in the Executive Office of the President, Office of Administration, Office of the Chief Operations Officer, Mail Support and Operations Division. The incumbent serves as the Director for the Mail Support and Operations Division and advises the Director of Mail and Logistics Management Office (MLMO) on all mail/messenger and courier/transportation matters. The incumbent is responsible for evaluating, enhancing, and improving the customer services provided to the agency.

Responsibilities

As a Mail Support and Operations Division Director, GS-0301-13/14, your typical work assignments may include the following:
  • Provides leadership, policy guidance, and responsive support to the White House and EOP components in the area of mail, messenger, and courier/transportation services.
  • Manages the daily pickup and delivery of classified materials, sensitive mail, money mail, and gifts from embassies and from the State Department within the National Capital Region.
  • Attends committee meetings and conferences with senior management officials and the United States Secret Service officials on handling procedures for incoming mail, screening processes, and transportation security issues.
  • Plans, establishes, evaluates, and revises priorities and work schedules to streamline processes and procedures to ensure optimum achievement of the agency's mission and goals.
  • Oversees the implementation and development of automated systems such as: parcel tracking, dispatch system, and express delivery applications.
  • Serves as a Contracting Officer's Representative (COR); maintains communication with contractor to monitor and document the contractor's performance to ensure performance is within the scope of the contract.

Qualifications

Minimum Qualification Requirements: All applicants must meet the qualification requirements outlined below to be considered minimally qualified for this position. The qualification requirements are in accordance with the OPM Qualification Standards.All qualifications must be met by the closing date of this announcement.

Specialized Experience: Applicants must possess one full year of specialized experience at or equivalent to the general schedule level or pay band in Federal service or equivalent experience in the private or public sector.

In order to qualify at the GS-13 level, applicants must meet the specialized experience below: Applicants must possess one full year of specialized experience at or equivalent to the GS-12 level or pay band in Federal service or equivalent experience in the private or public sector: managing, directing, and overseeing the daily receipt and delivery of mail, classified materials, sensitive mail, money mail, publications, and critical packages; providing advice and technical guidance to senior management officials regarding federal laws, regulations, policies, and procedures regarding mailroom operations; responsible for evaluating the effectiveness and efficiency of mailroom operations and providing solutions to improve business practices; and serving as a Contracting Officer's Representative monitoring and documenting the contractor's performance to ensure performance is within the scope of the contract.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Education cannot be substituted for specialized experience at the GS-13 and GS-14 grade levels.
