Summary

This position is located in the Executive Office of the President (EOP), Office of Management and Budget (OMB), Office of Performance and Personnel Management (PPM). OMB assists the President by analyzing issues and presenting options for national policy in the areas of budget, legislation, regulation, information, financial management, electronic government, and procurement. PPM leads the effort to drive mission-focused performance gains across the Federal government.

Responsibilities

Serves as a PERFORMANCE MANAGER, GS-0301-14 leading interagency efforts to improve program performance, management, and efficiency. Typical work assignments may include the following:
  • Support Federal Departments, agencies, and programs in strategically coordinating the implementation of required activities related to government-wide initiatives such as strategic and annual performance planning, customer experience, evidence building and evaluation
  • Explore and establish innovative partnerships between public, social, academic, and private sectors to tackle government-wide management and performance challenges
  • Facilitate discussions with agency senior officials and staff at all levels to identify program needs and priorities, helping to spot opportunities for application of innovative methods and collaborations
  • Lead interagency teams dedicated to the President's Management Agenda initiatives and other government-wide performance efforts
  • Work directly with Federal Departments, agencies, and programs to assess maturity in disciplines such as customer experience, human-centered design, and evidence-building; identify areas for improvement; co-design activities and projects to raise maturity; and connect with external collaborators (such as research organizations, academics, or even prize/challenge competitions to the private sector) to support
  • Serve as subject matter expert for Federal Departments, agencies, and programs looking to grow their maturity in the areas of customer experience, human-centered design, evidence-building, and new models of problem solving with innovative partnerships; design and disseminate resources in these areas for Federal employees
  • Develop and continue to refine government-wide customer experience measures and supporting guidance
  • Coordinate inter-agency customer journey mapping projects
  • Represent the work of the office by attending and presenting at internal government and external talks, conferences, and workshops.

Qualifications

MINIMUM QUALIFICATION REQUIREMENTS: All applicants must meet the qualification requirements outlined below to be considered minimally qualified for this position. The qualification requirements are in accordance with the OPM Qualification Standards. ALL QUALIFICATIONS MUST BE MET BY THE CLOSING DATE OF THIS ANNOUNCEMENT.

SELECTIVE PLACEMENT FACTOR: This position has a Selective Placement Factor that will be used to screen out ineligible candidates. The Selective Placement Factor for this position requires an application to have demonstrated experience applying each of the following to performance improvement for a large organization:
  • Customer experience techniques (e.g., human-centered design, journey mapping, user personas, survey design),
  • Qualitative research methods (e.g., Ethnographic research, observational studies, conducting interviews and focus groups), AND
  • Quantitative research methods (e.g., outcome measure definition, administrative data analysis, designing randomized controlled trials to pilot solutions).

    SPECIALIZED EXPERIENCE: Applicants must have a minimum of one year of specialized experience at a level of difficulty and responsibility comparable to the next lower grade or comparable pay band in the Federal service or equivalent experience in the private sector. Examples of specialized experience are:

    You may qualify at the GS-14 level, if you fulfill the following qualification requirement:

    One year of specialized experience equivalent to the GS-13 grade level in the Federal service or equivalent experience in the private sector that demonstrates your experience leading teams or organizational unites to design meaningful program outcome measures, apply appropriate quantitative and qualitative research methods, translate insights from human-centered design activities and from the social and behavioral sciences into concrete interventions that are likely to improve program outcomes and customer experience; design and implement rigorous evaluations with a particular knowledge of randomized controlled trials in order to measure the impact of proposed changes; leverage existing administrative data sets as outcome measures, make policy and/or performance improvement recommendations based on findings, and work with internal and external stakeholders on cross-functional teams and projects.

    Experience refers to paid and unpaid experience, including volunteer work done through National Service program (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
