Summary

This is a non-bargaining unit position.
This is not a (drug) testing designated position (TDP).

This position is located at the Small Business Administration, Office of Investment and Innovation in Washington, D.C.

Serve as a technical project expert and operate as an IT Specialist, Project Manager and Data Management Analyst responsible for use of data and information management. Evaluate and evolve data management and underlying initiatives based upon successful solution deployments.

Responsibilities

Duties include, but are not limited to:
  • Serve as functional expert on the input and output data of the various IT systems. Develop reporting requirements and assist in identifying mission critical performance dashboards.
  • Conduct high level technical analysis of the functional and management aspects of programs and projects using data-related information security policies, directives and procedures.
  • Manage and monitor contracts that support IT systems modernization projects.
  • Keep abreast of new IT developments in security to provide advice and recommendations to ensure alignment with the Federal Information Security Management Act (FISMA) requirements

Qualifications

BASIC REQUIREMENTS
This position requires that you have IT-related experience demonstrating each of the four competencies as noted below. This experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate. Your resume must describe each of the four competencies in order to receive credit. Not including this information in your application will make you not qualified.

(1) ATTENTION TO DETAIL - Is thorough when performing work and conscientious about attending to detail; AND

MINIMUM/ADDITIONAL REQUIREMENTS


Specialized Experience: In addition, I have one year of specialized experience, equivalent to the GS-13 grade level in the Federal Service, obtained in either the private or public sector: managing and improving private equity/fund of funds-type financial IT systems; AND managing and maintaining IT systems within complicated organizational and operating structures; AND operating in the federal contracting process (for example: knowledge of various types of contracts; techniques for contracting or procurement; and/or contract negotiation and administration); AND conducting studies, analyzing data, and monitoring internal processes to provide effective financial systems/information technology analysis.

CONDITION OF EMPLOYMENT:
This position also requires that you obtain certification as a Contract Officer's Representative (COR) six months to one year after being appointed and maintain such certification throughout your appointment in this position.

TIME-IN-GRADE: If you are a current career or career-conditional federal employee applying for promotion under Merit Promotion you must have completed a minimum of 52 weeks in positions at the next level lower than the position being filled.
