The Director, Data Strategy and Management is responsible for the advancement of the MSRB's data strategy, specifically in the areas of data management, governance, and analytics. A successful candidate will be able to collect, analyze and interpret large data sets and to develop data-driven insights and solutions that will support market transparency and market regulation initiatives and improve business outcomes. This position will also drive the assessment of the quality, validity, usefulness and dependencies of all the MSRB data systems and ensure appropriate data management and data governance principles. The ideal candidate will exhibit a passion for data and work effectively with stakeholders to enhance the MSRB's role as the sole repository of municipal securities market data.. Provides the vision and strategy for data usage, working with stakeholders to leverage data, technology, and process to support the strategic plan of the organization. Turn raw data into new insights, recommendations, and reports that will support business decisions. Understand what data is available internally and externally, source data to fill capability gaps, and develop and action plan on how it will drive business decisions including:. Understand, describe, rationalize, classify and organize all current MSRB data.Develop and maintain data lineage, data catalog, metadata architecture and data taxonomy and glossary. Work with IT to develop the roadmap for master data management, data warehouse and reporting. Develop and continuously enhance a strategy for collecting, storing, accessing, archiving and controlling data, including third-party dependencies. Perform cost/benefit analysis of alternative methodologies and vendors and make recommendations to senior management. Foster the use of data on any potential rulemaking as well as other business initiatives that could be served by data analysis. Provide expertise and advise on all major data-related or data-intensive initiatives. Create, maintain and update policies and procedures for data management, governance and analytics. Establish standards and protocols for effective data quality management across the enterprise. Be a change leader for the organization in building effective data management practices throughout the organization. Provide enterprise-wide strategy and adoption of data management services and its alignment with organization wide objectives for data acquisition, integration, analytics, warehousing and storage. Partner with key business stakeholders across the organization to define organizational data and analytic strategy. Manages a formal data quality program to include the development of internal controls, reporting metrics and analysis based on industry best practices (eg, DAMA). EDUCATION/QUALIFICATIONS. Education/Experience: The ideal candidate has driven the data strategy within a data-centric organization and has 10+ years of working experience in a data management role. Candidate has direct supervisory experience managing high performing teams. Candidate has experience using statistical computer languages and database querying (R, Python, SLQ, etc.); web services (Redshift, S3, Spark, etc.); distributed data/computing tools (Hadoop, Hive, Map/Reduce, etc.); and artificial intelligence and machine learning algorithms and statistics. An MBA or Master's Degree in Computer Science, Information Systems, or related field is preferred. Financial services regulatory experience and knowledge of municipal securities industry is desired.. The right candidate must have a proven and successful experience leading multi-disciplinary teams across organizations. This candidate will have an ability to understand and relay complex data-related issues in an easy to understand manner and will also demonstrate expertise in big data technology infrastructure and environments coupled with business process architecture. This candidate will also be highly familiar with a variety of industry concepts, best practices and protocols. Interpersonal Skills: the right candidate will also be a result-driven individual, be highly creative and analytical, be a strategic thinker, have an ability to work comfortably in a collaborative setting, and be comfortable working with business top-leadership and executives, including making presentations to the MSRB's Board of Directors if requested. The right candidate will have exceptional communication, presentation, and interpersonal skills with an ability to extract and translate meaningful information. ESSENTIAL DUTIES AND RESPONSIBILITIES
