Ensure proper implementation and compliance of all pre-award and post-award contracting functions pursuant to Federal Acquisition Regulations (FAR), and other government-wide and CFPB directives and policy statements, and good business practices. Serve as the primary advisor to senior officials in establishing policy, plans, goals, and objectives for strengthening CFPB's contract/procurement program. Institute and adopt a customer experience approach to all procurement and related activities; deploy and manage data driven tools and mechanisms for greater customer engagement and customer service throughout the procurement process; deliver high quality support with emphasis on relationship management to drive greater customer intimacy, satisfaction and engagement. Formulate new or improved policies within the organization and provides ongoing technical advice and recommendations to subordinate staff and organizations within CFPB. Manage and direct the overall design and implementation of CFPB's procurement program and makes necessary adjustments to reflect changing economic and program requirements. Identify innovative approaches to address emerging policy or program issues and communicates them to staff and program officials. The experience may have been gained in either the public or private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Qualifications Education Requirements: This position has an education requirement. You MUST submit a copy of your transcripts or equivalent. In addition to the specialized experience described in this job announcement, you must have at least 4-years' experience in contracting or related positions. At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position, and must have provided the knowledge, skills, and abilities to perform successfully the work of the position. AND A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. To qualify for this Executive-level position, you must have substantial specialized experience, which is defined as:* Experience directing the full range of contract types and procurement methods and practices including special and unusual provisions, and terms and conditions that can be incorporated into contracts in order to ensure execution of organizational goals ; AND* Experience providing strategic leadership to a procurement organization, including assessing the short and long term condition of the organization, formulating objectives and priorities, and implementing plans to meet the acquisition requirements of an organization. Prior experience must reflect responsibility for management and administration of major acquisitions; AND* Experience leading a procurement organization with a customer centric focus, including implementing customer service metrics, service level agreements, stakeholder engagement strategy and reporting mechanisms; AND* Experience applying procurement laws, regulations, policies, and practices in business dealings with senior leadership in government and industry.
