Responsibilities

The National Oceanic and Atmospheric Administration (NOAA) is seeking bright, innovative, results-driven individuals for the NOAA Honors Program (NHP). The NHP is a highly competitive one-year training and development program designed to train entry-level personnel for subsequent advancement to the journey-level in professional, scientific, administrative, and technological career fields and requires each qualified candidate to undergo an assessment process.

The NHP is a premier program for exceptional recent graduates looking for careers at NOAA. Qualified candidates apply for a limited number of positions and are selected based on their academic performance, experience and other criteria. Those selected for this program will be offered an enhanced developmental experience, including agency rotations; formal Individual Development Plans; mentorships; focused-on-the-job training and leadership training. Candidates will be required to complete established training through on-the-job assignments, cross-training, rotational assignments, and formal training (e.g. classroom, distance learning, web-based training, conferences and seminars).

Candidates selected for this program will put their academic achievements and intellect to use while developing for permanent positions within NOAA. If selected, you will have the opportunity to apply concepts, protocols and tools acquired through course work in the real world by working side-by-side with agency experts.

Candidates are appointed through the Pathways Programs Recent Graduates Hiring Authority that targets individuals who have recently graduated from an accredited educational institution within the past two years. Candidates enter the program at the Pay Band II level or GS-09 equivalent grade level with promotion potential to the Band IV or GS-13 equivalent grade level. After completion of the one-year developmental program, candidates are eligible for non-competitive conversion to a permanent position within NOAA.

The incumbent for this position will perform the following duties:
  • Conducts routine budget analysis assignments participating in the conducting and revising of budget estimates, justification statements, and execution plans submitted by office programs. Prepares budget justifications and analysis work.
  • Utilizes automated systems to input, maintain, review and analyze cost data for budget planning and execution, works with higher level analysts to identify budgetary issues and communicate with management, staff and external organizations, and provides recommendations for priorities for use of financial resources.
  • Works with higher level analysts to develop budget operating plans and labor projections, and prepares financial reconciliations.
  • Prepares basic worksheets, budget forms and statistical summaries needed to formulate the required budget; tracks all program costs.
  • Ensures that the preparation and use of funds are in accordance with allocations, policies, procedures, laws, and required formulation.

This position is being recruited with an opportunity for non-competitive conversion eligibility to a permanent OR term position upon completion of all Recent Graduate program requirements. Conversion is not mandatory nor guaranteed (see Other Information).

This position will be filled under the DOC Alternative Personnel System (CAPS). This system replaced the Federal GS pay plan and structure. Under CAPS, positions are classified by career, pay plan, and pay band. The ZA-2 is equivalent to the GS-09. This position will have promotion potential to the ZA-4. The ZA-4 is equivalent to the GS-13/14.

  • Appointees must sign a mobility agreement that confirms your understanding and agreement to accept relocation to any location depending on the needs of NOAA upon completion of the Recent Graduate Program requirements.
  • Upon Conversion, participants' official duty location of position will be determined by NOAA based on bureau need. (Candidates must be willing to relocate to duty location of permanent position).
  • You must be a U.S. Citizen to be eligible for Conversion to the Competitive Service
  • Upon appointment, selectees will be required to attend a two-week Orientation Session upon appointment. This orientation will take place in Silver Spring, Maryland.
  • Relocation/Moving expenses will not be authorized.
  • Student Loan Repayment will not be authorized.
  • This position is not in the bargaining unit.
  • Appointees must be able to obtain a Federal Travel Credit Card.
  • Appointees may be responsible for all travel costs associated with the two-week orientation. NOAA will reimburse selectees for all associated travel expenses.

NOTE:
This vacancy may be used to fill other Budget Analyst, ZA-0560-2 FPL 4 positions throughout NOAA. The position must be alike (e.g.: the same qualifications and eligibility requirements as indicated in this vacancy announcement).

Qualifications

Qualification requirements in the vacancy announcements are based on the U.S. Office of Personnel Management (OPM) Qualification Standards Handbook, which contains federal qualification standards. This handbook is available on the Office of Personnel Management's website located at: https://www.opm.gov/policy .

To qualify at the ZA-2 (GS-09) level:

EDUCATION: A master's or equivalent graduate degree, or two (2) full years of progressively higher level graduate education leading to such a degree in business administrative, financial management or a related field.

OR

SPECIALIZED EXPERIENCE: One full year (52 weeks) of specialized experience equivalent to the ZA-2 (GS-07) in the Federal service. Specialized experience MUST include all of the following:
  • Preparing and submitting budget estimates and justification for funds;
  • Utilizing automated systems involved in accounting and budget tracking to provide financial review, tracking, reconciliation and analytical support for financial management activities; and
  • Monitoring budget, commitment tracking, obligation reconciliation, cost analyses, financial adjustments, and expenditure analyses.

OR

COMBINATION: A combination of education and experience as described above.

Note: Only graduate education in excess of one year is qualifying for combination.

SPECIALIZED EXPERIENCE: Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

PROGRAM COMPLETION AND CONVERSION: Upon completion of the minimum 1-year career development program, Program participants may, at agency discretion, be non-competitively converted without a break in service, to a career or career conditional appointment. There is no guarantee for conversion.

To be eligible for conversion, Recent Graduates must:
• Successfully complete the one year developmental period identified.
• Demonstrate successful job performance.
• Meet the Office of Personnel Management's qualifications for the position to which the Recent Graduate will be converted.
• Complete 40 hours of formal interactive training within developmental period.
• Sign a Pathways Programs Participant Agreement upon appointment.
• Meet established goals outlined in the Recent Graduate's Individual Development Plan (IDP).
• Recommended by supervisor/manager for conversion to permanent OR term position.
