The Pennsylvania State University seeks candidates for the position of Executive Director, Applied Research Laboratory (ARL) at Penn State. The Applied Research Laboratory is a University Affiliated Research Center (UARC) as designated by the Department of Defense (DoD) with prime management responsibility resting with the US Navy. ARL's mission is to maintain DoD essential engineering, research, and development within core capabilities. As a UARC, ARL maintains a long-term strategic relationship with the DoD. Key characteristics of the relationship include: Independence and objectivity; freedom from real and/or perceived conflicts of interest; and broad technical and corporate knowledge. Although ARL's principal contract is with the Naval Sea Systems Command (NAVSEA), it is supported through research contracts from other various sponsor offices and organizations. The Executive Director of ARL oversees and coordinates the research activities at ARL, which includes staff and facilities located in: University Park, PA; Warminster, PA; Kittanning, PA; Freeport, PA; Reston, VA; Keyport, WA and various sponsor locations. The Executive Director reports to the Vice President for Research and is responsible for directing ARL, assuring that it is integrated into the mission of the University and responsive to the research and development requirements of its sponsors. ARL's core strengths: Undersea systems; fluids, materials, and manufacturing research; structural mechanics and acoustics; communications, information, and network systems; navigation; electro-optics; and advanced technologies such as vehicle systems engineering, sonar, and power and energy systems. Specific responsibilities of the Executive Director of the Applied Research Laboratory include: Provide technical and administrative leadership to ensure the quality and value of all programs, develop and execute ARL strategic plans, work with senior managers to acquire and oversee execution of approximately $300M per year of contract research tasking, and maintain an effective organizational structure with efficient and agile management practices; recruit, retain and manage an outstanding laboratory workforce, including approximately 1,400 research faculty, engineers, support staff, and students; with an emphasis on leveraging diversity and inclusion to foster an environment of consistent innovation; focus on talent management as a strategic, competitive advantage, by creating an environment that rewards continuous learning, promotes scholarship, and leading to forward-looking outcomes at the technical, administrative, and customer interfaces; foster and encourage a culture of laboratory safety and compliance with Federal and local environmental, physical, and security requirements for the protection of ARL's employees, ARL's sponsors, the University, and the local community; maintain a close interface and liaison with sponsoring organizations and their leaders to understand their objectives and to prepare the Laboratory to be responsive to evolving research needs and opportunities that reflect the customer's values and the values of the University; interface and collaborate with University colleges, consortia/institutes, graduate and undergraduate programs, and research units to advance the research, education, and service mission of the University; interface with Penn State senior leadership to coordinate ARL's mission and objectives, workforce, infrastructure planning, and operations with University priorities; interface and collaborate with other University Affiliated Research Centers, Federally Funded Research and Development Centers, US Navy and US Air Force Laboratories, and other similar Department of Defense and Department of Energy research organizations; foster the transfer and commercialization of advanced technologies, manufacturing processes, and education to industrial, governmental, and local community sectors for economic development; an interact with government legislators and agencies, military officials, and industry regarding ARL strategies and capabilities. The preferred candidate should have a doctoral degree in an Engineering or Science discipline and 15 or more years of related experience. A demonstrated record of leading a large, diverse organization that successfully competes for external funding from the Navy, DoD, and other government sponsors and executes science and technology research and development programs in the areas of the Laboratory's core strengths is necessary. Experience as an effective administrator with the ability to successfully navigate various stakeholder constituencies' (government, academic, industry, community) is essential to this position, as well as a demonstrated record of achievement and commitment to the scholarship of research, teaching, and service. The strict accountability for proper stewardship of government-sponsored funds requires a background that includes fiduciary accountability and business acumen. Personal characteristics of high energy and integrity, capability to work and communicate with others, ability to solve problems, sound judgment, and a demonstrated commitment to diversity and inclusion at the corporate level as a strategic imperative are essential. The candidate will also understand this position requires extensive travel between University Park and Washington DC as well as requirements to meet with other sponsors and stakeholders. Candidate selected will be subject to government security investigations and must possess a current eligibility for a Top Secret security clearance with a timely upgrade to TS/SCI. Due to the financial or fiduciary responsibilities of this position, successful completion of a credit history check will also be required, in addition to standard background checks. Employment with the Applied Research Laboratory will require successful completion of a pre-employment drug screen.
