The Director of Partnered Data Exchange (PDE) manages programs for data exchange that involve cultivation and maintenance of trusted relationships with other entities, with an emphasis on data quality review and improvement. PDE implements VA's strategic goal to advance interoperability and seamless community care for Veterans. This position reports to the Director, Clinical Informatics and Data Management Office within the Office of Health Informatics (also known as Deputy CMIO), Veterans Health Administration (VHA), Washington DC. The Office is an active participant and influencer in the national interoperability landscape, working closely with national and regional health information exchanges, federal policy makers, EHR vendors and Healthcare organization nationwide. PDE utilizes its expert knowledge to research, develop and deploy interoperability solutions for clinicians caring for Veterans across the continuum of care. The major program areas of VHIE include: - Community partner engagement and onboarding - Design and implementation of information sharing modalities and systems, examples include CDA content development, ADT notification, VA Direct Messaging and Query-based Exchange - VA clinician/staff communication and workflow deployment - Veteran outreach and communication - Community data quality assessment and management - Evaluation, measurement and reporting on information sharing performance and outcomes Provides strategic leadership and day-to-day management/accountability over the office's programs, operations, workplans, budget, policy and multiple large-scaled contracts. S/he is responsible for managing resource requirements and utilization and for monitoring project development and delivery within available resources. The assignment has both short-term and long-term effects on the level of services provided by OHI, VHA, and VA. Provides technical, business, informatics and clinical subject matter expertise, as well as senior level leadership, management, and supervision to the program. Requires the ability to work in a fast-paced, dynamic environment that encompasses many diverse initiatives. These initiatives are implemented nationwide, impacting VHA clinicians, VA facilities, Veterans, and community partners. Citizenship. Citizen of the United States. (Noncitizens may be appointed when it is not possible to recruit qualified citizens in accordance with section A, chapter 3, paragraph 3g, this part.) b. Education. Degree of doctor of medicine or an equivalent degree resulting from a course of education in allopathic medicine or osteopathic medicine. The degree must have been obtained from an institution whose accreditation was in place for the year in which the course of study was completed. Approved schools are: (1) Schools of medicine accredited by the Liaison Committee on Medical Education (LCME) for the year in which the degree was granted, or (2) Schools of osteopathic medicine approved by the Commission on Osteopathic College Accreditation (COCA) of the American Osteopathic Association for the year in which the degree was granted. (3) For foreign medical graduates not covered in (1) or (2) above, facility officials must verify with the Educational Commission for Foreign Medical Graduates (ECFMG) that the applicant has met requirements for certification, and must obtain a copy of the ECFMG certificate, if claimed by the applicant. NOTE: The Under Secretary of Health or designee in Central Office may approve the appointment under authority of 38 USC 7405 of a physician graduate of a school of medicine not covered above if the candidate is to be assigned to a research, academic, or administrative position with no patient care responsibilities. The appointment will be made only in exceptional circumstances where the candidate's credentials clearly demonstrate high professional attainment or expertise in the specialty area. AND c. Licensure and Registration. Physicians must possess a current, full and unrestricted license to practice medicine or surgery in a State, Territory, or Commonwealth of the United States, or in the District of Columbia. The physician must maintain current registration in the State of licensure if this is a requirement for continuing active, current licensure. NOTE: Individuals who have or have had multiple licenses and had any such license revoked for professional misconduct, professional incompetence or substandard care, or who surrendered such license after receiving written notice of potential termination of such license by the State for professional misconduct, professional incompetence, or substandard care, are not eligible for appointment to the position unless such revoked or surrendered license is fully restored (38 USC | 7402(f)). This requirement does not apply to licensed physicians on VA rolls as of November 30, 1999, provided they maintain continuous appointment and are not disqualified for employment by any subsequent revocations or voluntary surrenders of State license, registration or certification. Preferred Experience: Understand technical architecture and information-quality issues for health information exchange and have familiarity with technical implementation of health system interfaces with national and regional health information exchanges.
