Department: Proposal Resources and Services, Business Development Unit. Reports to: Associate Director, Proposal Resources and Services. Date: May 23, 2019. Function of the Position:. The Manager/Associate Director, New Business - Partnering and Pricing is responsible for management oversight of the Pricing and Subcontracts functions within the Proposal Resources and Services team. S/he ensures quality assurance and compliance in partnering and cost proposals on new business efforts across the USG business unit. S/he serves as a trainer, mentor, and advisor to proposal team contributors across the business unit on cost and partnering issues. S/he is also responsible for oversight, professional development, and performance management of the Pricing and Subcontracting teams.. Responsibilities:. Quality Control and Oversight. Responsible for ensuring that appropriate processes, tools, and protocols are in place to maximize quality and compliance on USG cost proposals and partnering arrangements. Develops and implements systems and tools to maximize responsiveness and competitiveness on cost proposals. Stays current on relevant USAID and USG regulations and trends and ensures that relevant changes in the client landscape and market are reflected in DAI's cost proposals and partnering practices. Advises on policies and procedures to ensure compliant, consistent subcontracting and partnering practices on all business development efforts.. Proposal Development Support. Supports the Associate Director, Proposal Resources and Services, to ensure that proposal teams are appropriately staffed and supported in pricing and subcontracting functions. As needed, serves as Pricer or Subcontracting Specialist on discrete, high-priority proposal efforts. Reviews and conducts quality checks on cost proposals and partnering documentation to ensure quality and consistency. Serves as a strategic advisor to proposal teams and business development leaders on cost strategies, partnering strategies, and subcontracting considerations. Serves as a subject matter expert on USAID contracting and budgeting questions for new business.. Training & Team Management. Provides direct supervision and support for a team of 6-8 Pricing Managers, Pricing Analysts, and New Business Subcontract Specialists. Responsible for providing training, coaching, and mentoring for this team as needed to ensure they can provide comprehensive and consistent support for pricing and partnering on proposal efforts. Develops and delivers trainings for the business unit on relevant topics related to pricing and partnering.. Partner Communication and Coordination. Represents DAI at conferences and functions relevant to partnering and small business engagement. Supports knowledge management related to corporate partner tracking, communication, and engagement systems and strategies, such as through DAI's Client Relationship Management system.. For all grades, additional responsibilities and duties may be necessary depending on business needs.. Minimum Qualifications. Grade 10: Minimum of 9 years of relevant professional experience and a bachelor's degree, or 7 years of relevant professional experience and a master's degree.. Grade 11: Minimum of 11 years of relevant professional experience and a bachelor's degree, or 9 years of relevant professional and a master's degree. Experience working with USAID contracts. Working knowledge of CPFF, T&M, FP, and IDIQ contracts.. Expertise in project budgets and cost proposals.. Familiarity with Federal Acquisition Regulations (FAR) and other relevant USG policies related to costs and subcontracting.. Experience participating in contract creation and administration, preferably in an international environment.. Ability to communicate clearly and effectively verbally and in writing.. Ability to create and interpret cost proposals.. Experience supervising direct reports, preferably in a contracts or pricing function.. Excellent management and leadership skills.. Advanced MS Excel proficiency. Equivalent combination of experience and education will be considered.. Preferred Qualifications:. Experience with working in Oracle systems, MS Office Suite and Adobe Acrobat.. Demonstrated negotiation skills.. USAID project implementation experience.. Experience developing and evaluating pricing strategies.. Business development expertise, preferably for USAID contracts and cooperative agreements.. Training, coaching, and mentoring experience in pricing and subcontracting.. the following areas qualify as relevant work experience: new business development, project management, contract/subcontract administration, and/or pricing..
