Director of Talent and Culture
The Prince George's County Memorial Library System (PGCMLS) is currently seeking a dynamic and qualified HR professional to serve in the role of Director of Talent and Culture. The Director is a member of the Executive Team and reports to the Library's CEO. The Director is responsible for helping to cultivate and manage a respectful, effective and welcoming workplace culture. This position provides visionary leadership, training and guidance to the Library's 300+ employees regarding all aspects of human resource management. The Director of Talent and Culture will: Oversee daily operations of human resource services including recruiting, staff training and development, benefits and compensation, performance management, employee and labor relations, and compliance.Lead the analysis of employee feedback, with the aim of creating a better working environment and engaged culture.Foster good working relationships with staff at all levels. Cultivate a high performing workforce. Act as the primary and trusted contact for all employee relations matters.Act as the liaison with union representatives.Supervise the HR team; monitor and evaluate job performance; and oversee staff training on HRIS system. Contribute to long-term goals around business and staff development including employee engagement, career development, retention and succession planning.Advise staff with interpretation and application of collective bargaining agreement and Library policy and procedures.Coach supervisors and managers on supervisory skills, employee relations disciplinary actions, performance management, and problem solving. Analyze current performance evaluation system and seek improvements to the process. Prepare and administering the Human Resources budget. Education and Experience Bachelor's degree in HR management, business administration, or related field.7+ years of progressively responsible HR experience in a large organization.4+ of supervisory and coaching experience required.Experience with collective bargaining strongly preferred.Senior HRCI or SHRM certification strongly preferred. Required Knowledge, Skills, and Abilities Thorough knowledge of established human resources practices and procedures; maintains knowledge of HR trends.Working knowledge of Prince George's County, state and federal regulations and employment law.Outstanding interpersonal and leadership skills.Excellent communication skills both written and verbal. Strong analytical and problem-solving skills.Ability to maintain the highest levels of confidentiality.High level of integrity, diplomacy, and initiative.Experience at working in a team oriented, collaborative environment.
