Directs and oversees the development of union avoidance strategies. Develops, recommends and implements organization-wide labor/employee relations policies and practices. Ensures the uniform and equitable application of organization policies and procedures. Conducts organization audits to identify labor/employee relations issues, and takes appropriate actions to address and resolve those issues.* Ensure fair treatment and a satisfactory employment experience by providing advisory services to management on interpretation and consistent application of collective bargaining agreements and of company policies, procedures and practices* Ensure that all policies and procedures (Federal, State, Labor Laws and Company Regulations) are met with contract compliance* Review, coordinate and implement changes in programs, systems, policy and/or procedure as necessary to maintain competitive position while remaining contract compliant* Keep abreast of developments in Labor and Employment Law and conduct research on topics of interest in meeting company objectivesEssential Duties and Responsibilities:* Evaluate strategies and tactics to ensure MAXIMUS is driving a "Pro-Employee" culture to minimize the areas of the business represented by collective bargaining* Collaborate with leadership; provide strategic direction for company-wide Employee/Labor Relations, including the development of appropriate strategies and tactics to drive positive change * Manage and implement Labor Relation Strategy and ensure Labor Relations plans are in place for the US based business* Maximize the impact and engagement of all employees, union and non-union represented, by assisting the Human Capital team to drive business results through HR/ER process/policy excellence, site assessments/audits and sharing of best practices* Partner with Field HR team, building local capability to address day-to-day labor issues and contract administration, and provide support in labor agreement negotiations* Educate and train HR and Managers on dealing with unions * Coach Human Capital and Site General Managers in labor relations trends, issues and techniques to promote positive labor relations* Directs the labor/employee relations programs including, but not limited to: union avoidance, employee education and counseling, interpretation of policies, equal employment opportunity programs, new employment orientation and service programs * Works with legal department to effectively deal with possible conflicts related to local labor/employment practices* Consults senior leadership regarding labor/employee relations issues, trends and union avoidance tactics* Directs and oversees the implementation of company programs in accordance with legal and local union/employment requirements* Manage real time Labor Relations issues* Drive governance of collective bargaining agreements* Investigate all employee grievances, facilitate grievances procedures, prepares management to present a grievance* Prepare and present cases for arbitration with legal counsel* Advise and coach management on how to manage within a collective bargaining agreement and how to maximize the relationship with employees represented by collective bargaining* Administer, interpret labor agreements and advise management how to implement the agreement within operations* Track and report on grievances and employee relation trends* Manage relationships with Unions The Ideal Candidate will Possess the Following Additional Education and Experience. Qualifications. Education:. Bachelor's degree required. A Bachelor's degree in Business Administration or Human Resources a plus. A JD or Master's in Labor Relations/HR is also a plus. Technical and Computer Skills:. At least 5 years of management experience. At least 15 or more years of solid HR experience in a large, global, complex and heavily matrixed fast-paced environment preferably in business processing (BPO), retail, manufacturing or high tech. Strong labor relations experience, including experience dealing with unions. Significant experience in proactively providing for a labor-friendly environment. Track record of successfully reaching effective agreements with unions.. Strong negotiation and facilitation skills and the ability to provide meaningful recommendations to senior leadership in a variety of areas.. Demonstrated ability to build strong relationships to achieve positive labor-management relations.. Tough-minded good under pressure. Excellent problem solver. Strong leadership skills. High level of energy and enthusiasm. Communication Skills:. Strong communication skills with individuals at all levels of the organization..
