Proposal Manager, Senior
Key Role:
Manage the activities involved in the development and revision of major proposals for the firm. Coordinate with internal capability teams to define technical approaches and solutions for inclusion in various proposal volumes. Present proposal reviews to management and incorporate feedback. Contribute to the development of proposal strategies and proposal content to achieve goals in creative and effective ways for the firm, including resolving significant and unique issues where the analysis of situations or data requires an evaluation of intangibles. Create formal networks involving coordination among groups. Act independently to analyze methods and procedures to address proposal requirements optimally and exercise independent judgment in methods and techniques, including evaluating criteria for obtaining results.

Basic Qualifications:

-10+ years of experience with federal proposal volume development, including staffing models or plans, management, past performance, and resumes for IT, including systems engineering, and professional services opportunities

-10+ years of experience with federal proposal volume leadership involving leading teams through full life cycle proposals comprised of multiple volumes, including sample task orders and complex cost requirements, such as Basis of Estimates (BOEs)

-Experience with leading and coordinating diverse teams from various organizational levels from prime, subcontractor, and consultant businesses

-Experience in working closely with business area operations, business development leads, and pricing leads to ensure the alignment of technical, management, and cost and price strategies

-Experience with defined business development processes, including phases and gates

-HS diploma or GED

Additional Qualifications:

-BA or BS degree

-APMP Foundation-level Certification

-Shipley Proposal Process trained
