We are seeking a Senior Principal Systems Engineer to lead the evolution of secure 5G capabilities for the US in the public interest. 5G technologies will underpin the basis of the Internet Economy and enable the rapid evolution of future digital innovation. American technology companies remain strong in development and innovation in a highly competitive marketplace where equipment manufacturing has consolidated away from the US to foreign companies. This position will work across our clients portfolios, the USG, and with industrial partners to ensure the development of secure solutions and affect the implementation of technologies and processes to meet US National Security and US Economic needs. Candidates should have working knowledge of cellular engineering and operations, and experience in engaging with telecommunications operators, standards bodies, and vendors to produce applicable risk management approaches, capability solutions, and US government programs. Job Description * Technical 5G Strategist, Leader, Advisor, and Contributor. * Devise 5G engagement strategy to ensure insight of 5G evolution for USG sponsors that may include innovative business models, including partnerships. * Create, maintain, and lead the 5G technical strategy and plan, working in partnership with the Technical Director and Portfolio Director to ensure alignment with the Portfolios' Strategies. * Support the development of operational guidelines for 5G technology implementation to meet USG security requirements. * Engage in 3GPP, and other 5G standards bodies to serve as a senior technical advisor for key areas of 5G requirements implementation affecting National Security and US Economic Security. * Lead and participate in high-impact, high-visibility work efforts (eg, Red Teams, Independent Technical Assessments, Special Studies, Supply Chain Analyses, and/or longer-term work assignments) that substantially inform key sponsor decisions and enable key sponsor outcomes related to 5G technology implementation. * Inform technical investments, initiatives, and development of staff skills, division capabilities, and labs for relevant 5G technologies to increase security in implementations and operations. * Bring the world to bear (government, academia, industry, Government labs, etc.) to bring the best solutions to sponsors. * Drive innovation into multiple work programs, facilitating engagement between researchers and relevant 5G areas of concern. * Risk manager for 5G security implementation and operations. * Responsible to P050 Leadership and CE to represent risk to USG programs * Responsible to Key programs to mitigate risk for 5G rollout * Represent key positions in with external stakeholders * Innovation Leader responsible to generate innovation ideas for risk mitigation * Has superb technical stature and builds partnerships with senior leaders and teams of technical experts within program divisions, technical center divisions, and across the company. * Applies exceptional expertise and is a recognized thought leader in 5G implementation and operations. * Collaborates broadly with peers and stakeholders, both internally in the division, and externally in other program divisions, technical center divisions, and across the company. * Sets an example as a life-long learner, maintaining and enhancing skills and technical expertise, and tracking 5G technology developments, both internally and externally. * Communicates, writes, and presents effectively to internal and external forums, conveying key messages that are influential and compelling. * Has a track record of consistently delivering technical contributions of the highest quality that result in high-value, sometimes transformational, impact. * Serves as a transition champion, ensuring technical solutions and recommendations are transitioned to solve critical sponsor problems. Knowledge And Skill Requirements * Bachelor's Degree in an applicable discipline and 10 years of related experience * Demonstrated technical leadership in Telecommunications Systems Engineering and Development. * Strong analytic and presentations skills to demonstrate a standard for rigor, following the data where they lead (fierce objectivity), asking penetrating technical questions rather than accepting conventional wisdom or compelling rhetoric. Preferred skills include: o TS/SCI Polygraph clearance o Excellent oral and written communications skills including a demonstrated ability to work autonomously and as a member of a highly effective technical team oA sense of urgency to address current and emerging mission challenges o Detailed knowledge of Federal Law Enforcement and/or the DoD / Intelligence Community overall. o Experience in Cyber or Worldwide IT operations o Proven track record in development of standards o Ability to communicate technical requirements and analysis in layman's terms and inform business executives on key technical aspects that enables them to make relevant business decisions o Advanced degree in an applicable discipline and 15 years of related experience
