Summary

A successful candidate in this position will perform the complete statistical analyses of larger projects pertaining to the energy sector or to a sub-sector of it. Assignments involve the initiation, formulation, planning, execution and control of statistical studies or continuing projects that require the modification and adaption of a variety of methods or the development of new systems and procedures.

Responsibilities

As a Survey Statistician, you will:
  • Consult and advise top-level subject matter experts and agency officials on a segment of energy or related statistical projects. Identifies specific statistical research areas that merit investigation, develops new hypotheses and approaches for studies and evaluates the feasibility of such endeavors. Initiates, formulates, plans, executes and controls statistical studies, which are designed for the purpose of identifying, analyzing, and reporting on energy-related issues.
  • Apply a variety of statistical techniques such as logistic regression, and generalized risk models, analysis of frequency distributions; analysis and modeling of multivariate; sampling; analysis of variance; determining confidence limits; and estimating magnitudes to laboratory and/or clinical data. Develop and maintain statistical analysis programs for databases.
  • Serve as a technical expert with respect to all phases of statistical interpretation. Provide technical advice to peers and senior managers within and outside of the organization on statistical methods and techniques. Prepare comprehensive reports of study results to include discussion of substantive research objectives. Assess the adequacy and quality of data used in the analysis. Prepare an explanation of the methodologies, results, and relevance of issues and problems under study. Disseminate results of research projects in a wide range of venues including publications, peer reviewed journals, summaries, manuscripts, and special reports.

Qualifications

BASIC REQUIREMENTS:

Degree: that included 15 semester hours in statistics (or in mathematics and statistics, provided at least 6 semester hours were in statistics), and 9 additional semester hours in one or more of the following: physical or biological sciences, medicine, education, or engineering; or in the social sciences including demography, history, economics, social welfare, geography, international relations, social or cultural anthropology, health sociology, political science, public administration, psychology, etc. Credit toward meeting statistical course requirements should be given for courses in which 50 percent of the course content appears to be statistical methods, e.g., courses that included studies in research methods in psychology or economics such as tests and measurements or business cycles, or courses in methods of processing mass statistical data such as tabulating methods or electronic data processing.

OR

Combination of education and experience: courses as shown in A above, plus appropriate experience or additional education. The experience should have included a full range of professional statistical work such as (a) sampling, (b) collecting, computing, and analyzing statistical data, and (c) applying statistical techniques such as measurement of central tendency, dispersion, skewness, sampling error, simple and multiple correlation, analysis of variance, and tests of significance.

You must meet either "Specialized Experience" and/or "Education" to qualify for this position as described below.

SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level in the Federal service.

For the GS-11, you must have one year of experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service. Experience includes using statistical theories and techniques that relate to experimental design, data analysis, sampling, forecasting, quality control, and operations research; researching and studying the design and administration processes from the formulation of concepts through specification and analysis of output to the presentation of conclusions; plan projects and develop preliminary recommendations requiring technical and administrative judgment; experience with a Systems Development Lifecycle; develop and/or present reports on statistical studies or surveys; perform statistical analysis and provide outcome on results; prepare charts and tables; experience in the use of statistical software packages and computer database tools.

OR

3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree.

For the GS-12, you must have one year of experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Experience includes applying advanced statistical techniques to experimental design, data analysis, sampling, forecasting, quality control, and operations research; developing and/or presenting professional papers or reports on statistical studies or surveys; provide technical assistance on complex statistical analyses; serve as a technical advisor on various statistical analyses and methods; plan and execute a variety of projects and develop recommendations requiring technical and administrative judgment; experience with a Systems Development Lifecycle; developing listing and mapping applications, and developing collection methodology; experience writing procedures for automated or computer-assisted statistical survey operations.

Education cannot be substituted for experience at this grade level.

For the GS-13, you must have one year of experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Experience includes applying advanced statistical techniques to experimental design, data analysis, sampling, forecasting, quality control, and operations research; developing and/or presenting professional papers or reports on statistical studies or surveys; provide technical expertise to support complex statistical analyses; serve as a technical expert on various statistical analyses and methods; plan and execute a variety of complex projects and develop recommendations requiring technical and administrative judgment; experience with a Systems Development Lifecycle; developing listing and mapping applications, and developing collection methodology; experience writing and auditing procedures for automated or computer-assisted statistical survey operations.

Education cannot be substituted for experience at this grade level.

  • Knowledge of advanced statistical theories, principles, concepts, and practices, and skill in applying this knowledge to statistical procedures, complex mathematics; data or quantitative analysis; complex sample designs; data collection techniques; reduction of data from multiple sources; computer techniques such as numerical and statistical analysis, probability theory, wave propagation modeling, and/or numerical simulation.
  • Ability to write and/or present comprehensive statistical reports and scientific manuscripts based upon data collected and analyzed.
  • Ability to make recommendations to analyst, management officials and other professionals regarding innovative recommendations for advancing programs and/or methods.
