Summary

This position is located within Navy Region Mid-Atlantic, Fleet and Family Readiness Program, Fleet Readiness Program Marketing Department. The primary functions of this position are to serve as a temporary flex employee assisting in a variety of short term marketing assignments at the guidance of the assigned marketing staff.

Responsibilities

Incumbent assists the department with maintaining continuous liaison with the Morale, Welfare & Recreation (MWR) Department and Child & Youth Programs (CYP) on matters regarding marketing, strategic planning and goal setting to achieve specific marketing development. Assists with conducting "man on the street" interviews and/or customer focus groups to assess customer satisfaction and recommend improvement. Contributes to and attends various installation events, distributing promotional material, coordinating with sponsors and customers, manning marketing tables, taking photographs and assisting with event logistics as necessary.

Contributes to the development, design, revision and maintenance of multimedia to include web technology, mobile content, interactive media solutions and video production. Develops a steady stream of new information in the form of text and graphics.

Coordinates information needed by the commercial sponsorship program for the preparation, execution and delivery of sponsorship and advertising agreements. Completes after action reports to include thank you letters, explanation of benefits, photographs and copies of subsequent publicity.

Provides administrative support by processing requests for graphic design from submission through to completion. Routes incoming mail, reports and documents, and assists with shipping large campaign media.

Performs other related duties as required. Ensures adherence to safety rules and regulations.

Occasional travel - Duties will require traveling to various facilities requiring normal safety precautions.

Qualifications

Specialized experience must demonstrate the following:

FACTOR 1. KNOWLEDGE REQUIRED BY THE POSITION

Must be a currently enrolled junior, senior and/or graduate student in an accredited college or university pursuing a Bachelor's degree or Graduate degree with a GPA of at least 2.75/4.0 with a major related to marketing, communications and multimedia.

Knowledge of basic principles, concepts and methodology of Marketing and skill in applying this knowledge in carrying our elementary assignments, operations, and procedures.

Ability to communicate orally and in writing with assigned program participants.

Skill in the use of Adobe Suite with an emphasis in Adobe Premier.

Basic knowledge of methods, techniques and materials used in the production and reproduction of aesthetically composed visual information products. Skill in working with a variety of graphic art and animation techniques, such as layout of copy, desktop publishing, computer generated graphics images, trimming.

Knowledge of a variety of pre-press set-ups and registration types for masters, for printing by activities outside the organization or commercial vendors, which use a variety of printing processes.

Knowledge and skill in operating and using a variety of computer graphic equipment and software to prepare visual aids. Knowledge and skill in selecting and using computer software to provide the desired format, color, size, speed, quality and visual effect. Software includes desktop publishing, presentation graphics, animation, scan conversion, image capture, paint/raster based programs, vector programs, and clip art in various file formats.

Knowledge and skill in established procedures to set up and operate various size, black and white, and color paper copiers; output devices such as plotters, cutters, laminators; thermal, ink jet and laser printers; and film recorders.

Skill in performing routine/minor adjustments to equipment to compensate for varying levels of quality of original materials. Skill to clear material jams as they occur and perform routine operator maintenance, such as cleaning and lubricating equipment and replenishing toner, developer, ribbons and pens.

FACTOR 2. SUPERVISORY CONTROLS

Works under the general supervision of the Marketing Director, who provides general written instructions in the form of a work order with written or oral special instructions. Incumbent uses initiative to carry out recurring assignments with little or no additional instructions. Supervisor is available for advice and if problems occur. Work is subject to review in progress or upon completion by the supervisor, as well as the customer. Review is to determine accuracy, timeliness, quality and compliance with guidelines. Review is accomplished through spot checks or selective sampling, and ultimately by the user of the product. When working on larger projects, may receive advice from higher graded employee; may also have work accepted or rejected by higher graded employee based on suitability and compatibility with larger project scope.

FACTOR 3. GUIDELINES

Procedures for doing the work have been established and a number of specific guidelines are available. Employee may determine which of the several established alternatives to use. Situations to which the existing guidelines cannot be applied are referred to the supervisor.

Guidelines consist of equipment manufacturers operating instructions/manuals, computer software manuals, standard operating procedures, limited regulatory guidance, oral and/or written instructions from the customer or supervisor or higher graded employee, rough drafts or proposed layouts. Incumbent uses judgment in selecting appropriate guidance from available sources. Previous projects and assignments can be used as reference material when needed. Unusual situations are discussed with supervisor prior to implementation. Equipment operating problems and unfamiliar situations not covered by instructions or guidelines are referred to the supervisor for assistance or a decision. Operates equipment in accordance with well-established guidelines.

FACTOR 4. COMPLEXITY

Work requires the use of desktop publishing, animation, pre-press and computer graphics equipment and software to produce a variety of visual information products ranging from simple to complex. The incumbent exercises own initiative in determining methods and materials to be used, as well as how best to present information for the customer. Based on past experience, must be able to put information provided into the customers established format and/or in appropriate medium and coloring, which will meet the intended purpose. Sets up and operates production, reproduction, enlargement and reduction equipment to produce visual aids. Performs several directly related adjustments to equipment to obtain desired intensity, depth, color, size, etc. Produces visual information products with speed and accuracy necessitated by pressure to meet customer deadlines on large volumes of work.

The incumbent facilitates positive communication and provides a necessary service in support of the Fleet Readiness Program.

FACTOR 5. SCOPE AND EFFECT

The purpose of the work is to design and produce a variety of visual information products for use in publications, presentations, multimedia productions, training or other official situations. Incumbents work contributes to the overall mission of the Fleet and Family Readiness Program, Fleet Readiness Program Marketing Department which in turn impacts on the support provided to the organization.

FACTOR 6/7. PERSONAL CONTACTS / PURPOSE OF CONTACTS

Contacts include employees and customers within the Fleet Readiness Program.

Purpose of the contacts is to exchange ideas and information to obtain additional information on a product to be produces, or to coordinate with others to produce a joint multimedia project.

FACTOR 8. PHYSICAL DEMANDS

While some work is sedentary in nature, there is frequent walking, stooping, stretching and bending involved, and some recurrent lifting and carrying of moderately heavy items. The work requires the incumbent to sit for up to 2 hours at a time at a PC to produce products. Also requires short periods of standing to operate other equipment.

FACTOR 9. WORK ENVIRONMENT

Work is both in an office and outdoor setting, exposed to loud noises of many people, cold/hot/humid weather. The environment is normally that of a typical office where there is adequate heating, lighting, and ventilation. Duties will require traveling to various facilities requiring normal safety precautions. Work schedule may involve evening, weekend and holiday hours.

SPECIAL REQUIREMENTS

May be required to obtain and maintain a National Agency Check (NAC) background screening.

Physical for position requirements may be require, i.e. proof of immunizations.

Must possess a valid driver's license.
