The primary purpose of the position is to perform professional Systems Accountant work located in the Destruction Standards and Compliance Division (DSCD); Office of Compliance; Associate Director - Eastern Currency Facility; Bureau of Engraving and Printing.

The following are the duties of this position at the GS-12. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.

- Engage in projects involving the development, maintenance, and evaluation of Treasury's regulations and instruction, and in most related activity entailing the varied and complex nation-wide cancellation, verification, authentication, destruction of, and accountability for unfit currency no longer fit for circulation.

- Independently conduct reviews of the 28 Federal Reserve Banks' currency operations.

- Review the Banks' system of internal controls, integrity and accuracy of accounting documents, accounting procedures, analyzes records, examine managerial procedures and financial transactions and supporting documents to determine their propriety, accounting soundness and legality.

- At the conclusion of the review, he/she advise the Division Manager through appropriate written reports of problems affecting any area of Treasury's responsibilities over the unfit currency operation at the Federal Reserve Banks.

SUITABILITY, CLEARANCE & REQUIREMENTS: A background investigation will be required for all new hires. Appointment will be subject to the applicant's successful completion of a background investigation and favorable adjudication. Failure to successfully meet these requirements will be grounds for disqualification in the hiring process. The background investigation process conducted by the Bureau of Engraving and Printing is very thorough. Therefore it is imperative that applicants exercise candor and honesty when answering background questionnaires, especially as it relates to arrest, employment, education, finances, illegal drug use, and/or other criminal history. Falsification discovered in security documents or during the background investigation process may result in an immediate negative suitability determination or immediate revocation of your interim clearance (if applicable).

Qualifications

You must meet the following requirements by the closing date of this announcement.

Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")

OR

Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following

Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;

A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or

Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.

Specialized experience: For the GS-7, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-5 grade level in the Federal service. Specialized experience for this position includes:

-Experience with accounting concepts, principles, and methods sufficient to work using conventional procedures and practices that apply to accounting situations.

OR

You may substitute education for specialized experience as follows: One full year of graduate level education in either accounting or auditing related fields, such as business administration, finance, or public administration;

OR

A Bachelors Degree with Superior Academic Achievement demonstrated through class standing (upper third of the graduating class); grade point average (a GPA of 3.0 or higher out of a possible 4.0 based on 4 years of education or courses completed during the final 2 years; or a GPA of 3.5 or higher out of a possible 4.0 based on required courses in the major field.); or election to membership in a national scholastic honor society. A copy of transcript or list of college courses designating semester or quarter hours earned is required.

OR

You may qualify based on a combination of education and experience: Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements for the grade levels specified, and may be computed by first determining your total qualifying experience as a percentage of the experience required for the grade level; then determining your education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent or more to qualify an applicant for that grade level. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants.

Specialized experience: For the GS-9, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-7 grade level in the Federal service. Specialized experience for this position includes:

- Experience maintaining, analyzing and reconciling accounting data using automated accounting system; AND
- Participating on compliance reviews in accordance with rules and regulations, or studies of financial based operations.

OR

You may substitute education for specialized experience as follows: 2 years of progressively higher level graduate education leading to a master's degree or master's or equivalent graduate degree. A copy of transcript or list of college courses designating semester or quarter hours earned is required.

OR

You may qualify by a combination of experience and education. Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements for the grade levels specified, and may be computed by first determining your total qualifying experience as a percentage of the experience required for the grade level; then determining your education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent or more to qualify an applicant for that grade level. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants.

Specialized experience: For the GS-11, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-9 grade level in the Federal service. Specialized experience for this position includes:

- Assisting in the development of policies and procedural instructions for automated accounting or financial management systems; AND
- Experience maintaining, analyzing and reconciling accounting data using automated accounting system; AND
- Participating on compliance reviews in accordance with rules and regulations, or studies of financial based operations.

OR

You may substitute education for specialized experience as follows: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. A copy of transcript or list of college courses designating semester or quarter hours earned is required.

OR

You may qualify by a combination of experience and education. Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements for the grade levels specified, and may be computed by first determining your total qualifying experience as a percentage of the experience required for the grade level; then determining your education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent or more to qualify an applicant for that grade level. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants.

Education

The education generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education.
