Summary

This position is located in the U.S Department of the Treasury, Departmental Offices, Assistant Secretary for Management/CFO, DAS Management & Budget, Office of Financial Management, Customer Service Liaison.

This position functions as a Management & Program Analyst in the Customer Service Liaison group with the primary responsibility for conducting and coordinating analysis of operations, procedures and processes of the assigned program area.

Responsibilities

The following are the duties of this position at the GS-12. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.
  • Develop and coordinate organizational and process changes as needed in response to shifting program emphasis and redirected program priorities;
  • Analyze current and projected programs in order to provide management with materials necessary to effectively operate an office. Analysis could include identification of program needs, development of program objectives, measurement of progress toward established objectives, identification of problem areas and evaluation of corrective actions;
  • Provide advice and assistance to managers in formulating and developing overall management strategies, policies, objectives, plans and practices, based upon the results of studies. Conduct and/or coordinate major projects and short/long-term strategic program plans. Gather data and perform analyses to determine problem areas, potential problems and recommend solutions.
  • Research and investigate new or improved business and management practices for application to agency programs or operation

You must meet the following requirements within 30 days of the closing date of this announcement.

Specialized experience for the GS-12: For the GS-12, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized experience for this position is defined as: Interpreting and analyzing office administrative operations and policies, recommending changes to improve effectiveness and consistency of operations, researching and interpreting information needed to prepare reports, and/or responding to requests for information. Examples of qualifying experience could include:
  • Serving as a Contracting Officer's Representative; OR
  • Identify and analyze trends based on historical financial data and make recommendations to management; OR
  • Prepare or work with payable agreements or reimbursable agreements; for example, IPACs (Intragovernmental Payments and Collections)

In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-12, you must have been at the GS-11 level for 52 weeks.

Specialized experience for the GS-11: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service. Specialized experience for this position is defined as: developing life cycle cost analyses of projects or performing cost benefit or economic evaluations of current or projected programs and analyzing and evaluating (on a quantitative or qualitative basis) the effectiveness of line program operations in meeting established goals and objectives. Examples of such experience could include:
  • Executing budgets according to the budget cycle; OR
  • Gathering, organizing, and analyzing financial program data such as spending, travel, and procurement; OR
  • Working in a team environment and provide customer service with a financial management focus; OR
  • Preparing or working with payable agreements, reimbursable agreements, or IPACs (Intra-Governmental Payments and Collections).

OR you may substitute education for specialized experience as follows:
  • a Ph.D. or equivalent doctoral degree; OR
  • three (3) full years of progressively higher level graduate education leading to such a degree; OR
  • a LL.M. (if related);

OR you may qualify by a combination of experience and education.

Options for qualifying based on a combination will be identified in the online questions. Only graduate level education in excess of the first 36 semester hours (54 quarter hours) may be combined to be considered for qualifying education.

In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-11, you must have been at the GS-9 level for 52 weeks.

Specialized experience for the GS-09: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal service. Specialized experience for this position is defined as: Evaluating and advising on the organization, methods, and procedures for providing administrative support systems such as records, communications, directives, forms, files, and documentation. Examples of such experience could include:
  • Gathering, organizing, and analyzing financial program data such as spending, travel, and procurement; OR
  • Working in a team environment and providing customer service with a financial management focus;

OR you may substitute education for specialized experience as follows:
  • a Masters or equivalent graduate degree; OR
  • two full years of progressively higher level graduate education leading to such a degree; OR
  • a LL.B. or J.D., (if related);

OR You may qualify by a combination of education and experience.

Options for qualifying based on a combination will be identified in the online questions. Only graduate level education in excess of the first 18 semester hours (27 quarter hours) may be combined to be considered for qualifying education.

In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-9, you must have been at the GS-7 level for 52 weeks.

CONDITIONS OF EMPLOYMENT:
