Summary

This position is located in the Washington Headquarters Services (WHS), Human Resources Directorate (HRD), Personnel Services (PS) Directorate. HRD provides a wide range of consolidated human resource management program functions, specialized technical assistance, common technical services, database administration for various automation initiatives and centralized processing for various DoD agencies and offices located in the National Capital Region and for their respective field activities.

Responsibilities

Your typical work assignments may include the following:
  • Serves as a Senior Human Resources Specialist (Recruitment & Placement/Classification) with full technical and advisory responsibility for recruitment and placement and classification.
  • Classification:
    Organizations serviced are complex, dynamic, new organizations primarily with large numbers of diverse, hard to fill and one of a kind professional, technical, or administrative positions. many of which are diverse high grade supervisory and managerial positions ranging from professional, scientific and/or executive occupational positions to high level administrative and program management positions in both the competitive and executive service.
  • Data Integrity:
    Inputs and extracts data from a wide variety of source materials, to include, but not limited to DCPDS, USASTAFFING, and ASARS. Ensures the prompt processing of all personnel actions and accurate position documentation in DCPDS. Creates USA STAFFING assessments, job announcements, and certificate of referrals that reflect the knowledge, skills, abilities, and other requirements for the positions to be filled. Coordinates the local Priority Placement Program and other projects applicable to recruitment and placement.
  • Recruitment and Placement:
    Provides authoritative interpretation and instructions on laws, regulations, policies and procedures concerning all phases of hiring, merit promotion, priority placement, RIF and RIF avoidance program features, affirmative employment policies and procedures and related legal, regulatory, and contractual requirements or entitlements. Performs external recruitment, by developing multiple recruitment strategies using sources such as VRAs, VEOAs. and reinstatement and uses a wide range of recruiting methods and
    hiring flexibilities. Ensures all Request for Personnel Actions (RPAs) and Notification of Personnel Actions (NPAs) are processed correctly and in a timely manner.
  • Customer Service:
    Conducts myriad on-site customer service visits both independently and/or in partnership with counterparts within the Personnel Services Division. The incumbent will be required to advising organizational leadership regarding classification, position management organizational alignment and to address staffing questions regarding aspects of recruitment strategies and employee qualifications.

Qualifications

You may qualify at the GS-12 level, if you fulfill the following qualification requirement:

One year of specialized experience equivalent to the GS-11 grade level in the Federal service that demonstrates your ability in: independently accomplishing difficult and complex HR functions while providing advice and guidance to management and employees on civilian human resources principles, concepts, policies, regulations, practices, and procedures related to recruitment & placement and/or classification and position management; utilizing civilian personnel systems/programs; provide guidance on employment eligibility, rating resumes, issuing vacancy announcements; resolving pay setting issues.

You may qualify at the GS-13 level, if you fulfill the following qualification requirement:

One year of specialized experience equivalent to the GS-12 grade level in the Federal service that demonstrates your ability in: providing expert civilian HR advisory services regarding a variety of complex issues in recruitment & placement and/or classification and position management; performing research on a variety of civilian human resources laws, regulations, policies and directives governing recruitment & placement, position management and classification functions; providing guidance on employment eligibility, rating resumes, issuing vacancy announcements, and resolving complex pay setting issues.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
