Summary

The Defense Technical Information Center (DTIC) is the central facility for the acquisition, preservation, protection, retrieval, and dissemination of scientific and technical information (STI) supporting the Research and Engineering (R&E) needs of the Department of Defense (DoD), as well as federal and industry partners. DTIC provides leading edge information services and analysis products to the DoD community as a recognized leader in information and knowledge management innovations.

Responsibilities

  • The duties described reflect the full performance level of this position.
  • Serves as the primary advisor to senior management regarding the release and dissemination of official DTIC information to the public and Defense research and engineering community through news and social media, web content, fact sheets, etc.
  • Develops, plans and coordinates communication strategies to promote DTIC's products and services to targeted audiences.
  • Researches and composes reports, news articles, press releases, web and social media content that promote DTIC's mission, goals, and research and engineering products and services.
  • Develops and maintains an editorial calendar to continually enhance the Defense scientific and technical community's, Congress' and public's awareness of DTIC's capabilities.
  • Coordinates across the agency to research, plan, select and edit key messages for publication.
  • Provides PA guidance to managers in support of policies and programs.
  • Evaluates the impact and effectiveness of campaigns and advises management on future activities.
  • Identifies emerging trends and technology to execute communications programs and products.

Qualifications

Time in Grade:

For entry at the GS-12 level, status applicants must have 52 weeks as a GS-11 or higher in the Federal Service.

For entry at the GS-13 level, status applicants must have 52 weeks as a GS-12 or higher in the Federal Service.

Specialized Experience:

For the GS-12:
One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS- 11) within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized experience is defined as experience as a public affairs specialist in a Service or with a DoD agency in the research and engineering enterprise. Writing press releases, web content, social media posts, articles, and collateral material. Reviewing service or agency content for public release. Executing communication plans/strategies.

For the GS-13: One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS- 12) within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized experience is defined as experience as a public affairs specialist in a Service or with a DoD agency in the research and engineering enterprise. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Qualification and time-in-grade requirements must be met within 30 days after the closing date of this announcement.

Education is not substitutable for specialized experience for either grade level.
