Summary

This position is located in the Department of Energy (DOE), Office of Intelligence and Counterintelligence(IN), Intelligence Directorate, Analytic support Division (ASD) is a component of the Intelligence Community (IC) responsible to the Secretary of Energy and the Director of National Intelligence (DNI) for policy support, analyses and technical expertise in support of energy security and nuclear nonproliferation interests.

Responsibilities

As a GS-14 full performance, Intelligence Research Specialist, you will:
  • Ensure the timely and widest possible distribution of DOE-IN analytic products to Intelligence Community (IC), congressional, and other cleared USG customers in accordance with IC classification and information handling regulations and reporting requirements.
  • Participate in and represent DOE-IN equities at related interagency fora.
  • Serve as DOE-IN subject matter expert on IC analytic production standards and best practices.
  • Collaborate with managers, analysts and production support personnel across the DOE-IN enterprise to develop and maintain analytic product templates, programs of analysis, briefings, tradecraft collaterals, and associated graphics libraries, tools, and related resources.

OTHER REQUIREMENTS:

This is an Excepted Service position. This appointment will not confer Competitive Service career-conditional or career tenure status. This means that if you are selected, you would have to compete with other applicants in open competition to meet requirements for another Federal position, unless you meet the requirements for reinstatement. Applicants who voluntarily convert from the competitive service, Senior Executive Service, or other pay systems to a non-time limited appointment under this excepted service authority are not afforded "fallback rights" to the pay system previously assigned prior to conversion.

Conditions of Employment
  • Eligible candidates for this position must be able to obtain and maintain a DOE Top Secret/Sensitive Compartmented Information (TS/SCI) clearance AND qualify for a Q clearance.
  • As a condition of appointment to this position, you will be subject to pre-employment/pre-appointment testing for illegal drug use under the U.S. Department of Energy Employee Drug Plan. If you are selected you will be provided information regarding drug testing. Failure to undergo testing or positive findings resulting from the test will eliminate you from further consideration for this position. If selected for and appointed to this position you will be subject to random drug testing while employed.
  • Homeland Security Presidential Directive (HSPD-12). A selectee's appointment is contingent upon compliance with Homeland Security Presidential Directive (HSPD-12) governing personal identity.
  • During off duty hours, incumbent may be required to return to assigned duty station to perform one or more of the duties cited herein or to provide support to DOE policy makers, particularly during crisis periods.


Qualifications

SPECIALIZED EXPERIENCE REQUIREMENTS

A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level in the Federal service. Specialized experience for this position is defined as:

For the GS-14 position, experience must be at least equivalent to the GS-13 level:
  • Experience providing technical support of production systems integration initiatives involving external Intelligence Community production and dissemination systems.
  • Experience with Intelligence Community information systems and analytic production and dissemination platforms on classified networks.
  • Experience provide graphics, layout, formatting, and other pre-publication production support to mangers, analysts, and production support personnel across the DOE-IN.

For the GS-13 position, experience must be at least equivalent to the GS-12 level:
  • Experience utilizing appropriate tools and databases to enhance responses to regular and ad hoc IC and DOE-IN analytic production and dissemination data calls.
  • Experience assisting with technical support of production systems integration initiatives involving external Intelligence Community production and dissemination systems.

  • Ability to function as part of a production support team, contributing expertise, cross-leveling efforts, and cross-training as needed to enhance Analytic Support Division Production Group capabilities and service to DOE-IN.
  • Knowledge of the Intelligence Community and the intelligence cycle, related directives and standards, Executive Orders and other regulation governing the safeguarding and dissemination of finished intelligence production.
  • Knowledge of typography, layout, design theory and requirements to format publication, integrate text and graphics.
  • Ability to communicate effectively orally and in writing.
