Responsibilities

Serves as an expert in emergency preparedness within the Emergency Preparedness & Response Division and performs emergency operations planning and coordination at the headquarters-level. The incumbent is responsible for supporting the testing, evaluation, and implementation of FAA Emergency Operations Plans, to include the FAA COOP (Continuity of Operations), at the National and Regional level.

Supporting FAA operations both in a steady state or a Continuity environment by ensuring Senior FAA officials have the means necessary to communicate during a crisis, this includes knowledge of the Office of Emergency Communications priority communications programs and the ability to establish and maintain a compatible agency program for FAA Senior Leaders and key responders. Additionally, the incumbent is responsible to ensure coordination with the Department of Transportation to ensure the FAA can fully support the Department of Transportation (DOT) during an incident of National significance, this includes coordinating internally and externally all resources necessary to support operations at DOT's primary and alternate headquarters.

As required, serves in the role of FAA headquarters Emergency Incident Coordinator (EIC), or Assistant EIC, for National Special Security Events (NSSE), significant incidents, or exercises. Prepares FAA national-level Spot Reports and Situation Reports for National Special Security Events, significant incidents, or exercises.

Demonstrates an understanding of legislative processes and requirements, to anticipate requests for information from Senior Officials and members of Congress, and the ability to develop response to those inquiries in a timely manner. Contributes to the development of FAA emergency operations plans, orders, and handbooks.

Assists in development of after-action reports and improvement plans following incident response and COOP exercises and real-world incidents, and tracks improvement plan implementation. Contributes to the development of systems and technology to enhance FAA emergency response operations and as required, deploys to support FAA response to events and to ensure continuity of operations.

Qualifications

Applicants must demonstrate at least one year (52 weeks) of SPECIALIZED experience equivalent to the next lower grade/pay band (FG/GS-13/FV-I) in the Federal Government. Specialized experience is defined as that which has equipped the applicant with the particular knowledge, skills, and abilities required to successfully perform the duties of the position, and is typically in or directly related to the line of work of the position to be filled.

SPECIALIZED EXPERIENCE is defined as:
  • experience supporting response to significant incidents or events;
  • experience developing and implementing federal emergency operations plans, to include COOP;
  • experience developing and coordinating responses to Legislative and Execurity Branch RFI's; and
  • experience developing or using common operating picture tools (such as Homeland Security Information Network, FAA Emergency Operations Network, and WebEOC).
